Site work and paving for a mixed-use development in Saint Cloud, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The Edgewater West Community Development District (District) hereby requests proposals from firms to provide labor, materials, equipment, and construction services necessary for the Districts Avenue O Framework Roadway, Phase 2, Civil Site Work (Project). Avenue O Framework Roadway Project Overview: The Project is located south of Toho Shores Drive (aka Wetland Crossing Road) within the Edgewater West development area in St. Cloud, Florida. The portion of Toho Shores Drive to which the subject project connects (a future full-access, signalized intersection) is currently under construction. The Project Avenue O will require full roadway section construction of the Framework Roadway, totaling 0.30 miles within the Edgewater West community. The project consists of approximately 1,600 LF of four-lane divided roadway with 11-foot travel lanes, seven-foot parallel parking spaces, seven-foot bike lanes, right and left-turn lanes, with a five-foot sidewalk on one side, and a ten-foot trail on the other. Additionally, the project will include potable water, reuse, and wastewater utilities along with a stormwater management system. The potable water main will consist of approximately 1,530 LF of 16-inch and 1,075 LF of 8-inch PVC water main constructed to Toho Water Authoritys standards. The potable water main includes the associated valves, hydrants, and fittings, and will connect to a 16-inch stub-out from Toho Shores Drive on the north and terminate with a stub-out for future connection on the south. Additionally, several connections for future development are included along the length of the proposed roadway. The reuse main will consist of approximately 1,530 LF of 12-inch and 613 LF of 6-inch PVC reuse main constructed to Toho Water Authoritys standards. The reuse main includes the associated valves and fittings and will connect to a 12-inch stub-out from Toho Shores Drive on the north and terminate with a stub-out for future connection on the south. Additionally, several connections for future development are included along the length of the proposed roadway. The force main will consist of approximately 1,530 LF of 10-inch, 45 LF of 6-inch, and 348 LF of 4-inch PVC force main constructed to Toho Water Authoritys standards. The force main includes the associated valves and fittings and will connect to an existing 10-inch stub out from Toho Shores Drive on the north and terminate with a stub-out for future connection on the south. Additionally, several connections for future development are included along the length of the proposed roadway. The gravity sewer system will consist of approximately 143 LF of 8-inch PVC sanitary sewer constructed to Toho Water Authoritys standards. The gravity sewer system accommodates sewer from future development on either side of the subject project and includes manholes for future connection. The stormwater management system will consist of a closed drainage system with a series of reinforced concrete pipes, curb inlets, manholes, and ditch bottom inlets to convey runoff to the stormwater pond identified as Pond B. A portion of Pond B is being constructed under separate contract and will be expanded to serve the subject project. Additional Instructions for the Project: 1. Contractor must provide an individual schedule and pricing per civil plan set. a. Avenue O Framework Roadway, prepared by GAI Consultants, Inc. i. City of St. Cloud approved the plans under Permit Number CP25-00002. 2. (Informational) Contractor may be asked to include additional project improvements to the construction agreement via change order. Additional improvements may include but not limited to underground power distribution system, street lighting system, and roadway landscaping. The Bid form shall include conduit sleeves and a plan set locating the sleeves will be provided with the bid. The Project is more particularly described in the project manual (Project Manual), which includes the plans and specifications for the Project prepared by GAI Consultants, Inc. (Engineer of Record) and distributed by Hanson, Walter & Associates, Inc. (District Engineer). The District is a special purpose unit of local government established under Chapter 190, Florida Statutes, for the purpose of financing, acquiring, constructing, installing, operating, and maintaining community infrastructure improvements for the community of Edgewater West. Additionally, each Proposer shall supply a bid bond, or cashier's check, made payable to the District and in the sum equal to five percent (5%) of the total amount of the bid with its proposal. Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope, marked with a notation RESPONSE TO PROPOSAL FOR EDGEWATER WEST COMMUNITY DEVELOPMENT DISTRICT AVENUE O FRAMEWORK ROADWAY CIVIL SITE WORK. The District reserves the right to return unopened to the proposer any proposals received after the time and date stipulated above. Each proposal shall remain binding for a minimum of ninety (90) days after the proposal opening. Proposals will be evaluated in accordance with the criteria included in the Project Manual. The District reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, and waive minor or technical irregularities in any proposal, as it deems appropriate, and if the District determines in its discretion that it is in the Districts best interests to do so. Any protest of the Project Manual, including, but not limited to the terms and specifications, must be filed with the District within 72 calendar hours (excluding Saturdays, Sundays and state holidays) after July 8, 2025 at 5:00 p.m. (EST), together with a protest bond in a form acceptable to the District and in the amount of one percent (1%) of the anticipated contract amount as determined by the District Engineer. In the event the protest is successful, the protest bond shall be refunded to the protestor. In the event the protest is unsuccessful, the protest bond shall be applied towards the Districts costs, expenses and attorneys fees associated with hearing and defending the protest. Failure to timely file a protest, or failure to timely post a protest bond, will result in a waiver of proceedings under Chapter 190, Florida Statutes, and other law. Additional requirements for filing a protest can be found in the Districts Rules of Procedure, which are available upon request. The successful proposer will be required upon award to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract (as described in the Project Manual), with a surety acceptable to the District, and in accordance with Section 255.05, Florida Statutes.
