Consequently, all bidders must ensure that they obtain all the documents related to this call for tenders via the SEAO before submitting a bid. Only submissions made on documents prepared by the Engineering Department will be accepted. Bids must be submitted in an envelope bearing the identification provided as an appendix to the bid document. The City does not commit to accepting either the lowest or any of the bids received. It further reserves the right to reject all bids received, if it deems it appropriate, without being held liable or subject to legal action or claim for costs or losses incurred by the bidders. The City reserves the right to grant the contract conditional on obtaining permits and government authorities and public utilities, as well as obtaining the access easement for the execution of the work. The City also reserves the right to grant the contract subject to the availability of the required funds, either by the approval and coming into force of a borrowing by-law providing for the execution of the work or otherwise.
