Toronto and Region Conservation Authority (TRCA) is seeking a Consultant/Consulting Firm to conduct a comprehensive hydrology modelling study for the Carruthers Creek Watershed with the purposes of updating Regional and Design Storm peak flow estimates for future floodplain mapping updates, assessing land use impacts associated with the northeast Pickering development area on downstream flows, and developing stormwater management quantity control criteria to mitigate downstream impacts due to development. The Carruthers Creek Watershed is located within the Town of Ajax and the City of Pickering, in the Region of Durham. It is a relatively small watershed, covering an area of approximately 38 km2, with dimensions ranging from 2-3 km in width and about 18 km in length. The watershed lies within the South Slope and former glacial Lake Iroquois physiographic regions. The current hydrologic model, developed using Visual OTTHYMO V.2.3.2, was built in 2011. Since then, the development in the City of Pickering and Town of Ajax has continued. Additionally, future development in northeast Pickering has been identified in the Region's new Official Plan, which was approved by the Province of Ontario in December 2024. This hydrology update project involves building the hydrology model to simulate design storms and Regional storm, and establishing stormwater management criteria to make new development does not lead to increased peak flows across the watershed. Key deliverables will include a calibrated and validated Visual OTTHYMO hydrologic models, development of unit flow rates stormwater management quantity control criteria, and an overall report summarizing the analyzing process and results. The project will take approximately 15 months to complete, with an anticipated completion date of December 4, 2026.
