The bid for items under annual maintenance cost shall include the costs for all labor, equipment, and material for maintaining turf areas, plant material and landscape at various locations throughout the city (as shown on the enclosed maps). This bid will be considered for renewal on an annual basis for a 3-year period according to the details and specifications. The fiscal year for the three (3) year maintenance plan will be from July 1 st 2025 - June 30 th 2028. Routine maintenance will include the following:Grass cutting and trimming: Grass cutting and trimming is to be done once every 2 weeks. Cleaning the site and leaf blowing: Trash and debris will be removed from site every time the grass is cut and beds maintained. The areas will also have all cut grass and leaves blown off following each grass cutting. The curb and asphalt areas surrounding the medians will also be kept free of weeds, debris, and litter. No leaves, grass clippings, or debris shall be blown into the roadway or into the storm drain system. Preserve the required horizontal and vertical clearance: Trees in landscape beds shall be maintained to provide vertical clearance of 7' above turf, landscape beds, sidewalks. Mulch: Existing mulch beds will have either Double Hammered Hardwood Mulch or Pine Straw Mulch applied twice a year in the spring and fall in the planted medians, and landscape beds, to be maintained at a 3" depth. Pruning: All trees, shrubs and grasses shall be pruned on a regular basis; but at a minimum they will be pruned two times a year. Reports: A report must be submitted each month detailing the work that has been completed and highlighting any issues found in the work area. Reports must be submitted to the City Project Contact by the first day of each month. Traffic Control and Worker Safety: Contractor shall follow all SCDOT guidelines for traffic control and worker safety while performing work in the right of way. Property Damage and Liability: All work shall be performed in a manner that reduces the likelihood of damage to private property. Any damage to private property resulting from work performed under this maintenance contract shall be the responsibility of the contractor and their insurance agency. Unsatisfactory Work: In the event of work considered by the City to be unsatisfactory, the City will provide written notification, and the contractor will have 30 days to remedy the work to the City's satisfaction. If the work remains unsatisfactory after the opportunity to remedy the City, in its sole discretion, reserves the right to terminate the contract. Each Bid MUST be accompanied by certified check of the bidder, or a bid bond prepared on the Form of Bid Bond attached hereto, duly executed by the bidder as principal and having the surety thereon, a surety company approved by the Owner (City of Sumter), in the amount of 5% of the bid. Such checks or bid bonds will be returned to all EXCEPT the three lowest bidders within three business days after the opening of bids, and the remaining checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract, or if no award has been made within 60 days after the date of the opening of the bids, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his bid. Please do not submit cash as bid security. If the Contractor's work as set forth in the Scope of Work exceeds $50,000.00, Contractor shall provide payment and performance bonds in the full amount of the Contract Sum. a. The payment and performance bonds, if any, shall name Owner as the obligee. Such bonds must be secured by cash or must be issued by a surety company licensed in the State of South Carolina with an "A" minimum rating of performance as stated in the most current publication of "Best Key Rating Guide, Property Liability". The City reserves the right to reject any or all bids and to waive any technicalities in the best interest of the City. City of Sumter reserves the right to obtain clarification or additional information necessary to properly evaluate a bid. Failure of vendor to respond to a request for additional information or clarification could result in rejection of that vendor's bid. City of Sumter reserves the right to accept or reject any and all bids, in whole or in part, separately or together, with or without cause; to waive technicalities in submissions, to secure a project that is deemed to be in the best interest of the City. City of Sumter also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the City. Bid date notes: Submittal of Sealed (Formal) Bids On the date set and at the time designated for the opening of the sealed bid, each prospective bidder is required to submit the bid deposit in the amount and form specified herein. Outside of envelope containing the sealed bid must be clearly marked with the following information: ITB #5-25/26 Gateway Turf and Landscape Maintenance.
