The New York State Thruway Authority (AUTHORITY) seeks proposals from qualified engineering consulting firms to conduct a Comprehensive Needs Assessment to enhance the AUTHORITY's near-term, data-driven asset management program. This initiative will develop a strategic framework to address the Authority's infrastructure needs across multiple time horizons: near-term (1-5 years) medium term for intervals of (6-15 years), and long-term (15 - 30-years) vision for the maintenance, rehabilitation, and modernization of the Authority's transportation infrastructure which includes approximately 2,800 lane miles of highways, 819 bridges, intelligent transportation systems (ITS) including tolling systems, service areas, welcome centers, the transportation fleet, and facilities. Scope of Services: The selected consultant will perform the following tasks: Conduct a detailed review of the AUTHORITY's existing asset management practices, capital planning methodologies, and data systems. Research and incorporate industry best practices for long-term infrastructure planning, asset lifecycle management, and emerging transportation technologies into the needs assessment. Develop data-driven strategies to optimize the timing and prioritization of: Maintenance and preservation programs for highways, bridges, and facilities. Rehabilitation and reconstruction projects. Deployment and integration of ITS, tolling, and other innovative technologies. Forecast funding needs under multiple condition-based scenarios to support expected improvement priorities across all asset categories. At a minimum, scenarios should include: the funding needed to keep roadways safe for the traveling public, the funding required to maintain current conditions, and the funding necessary to achieve the most cost-effective long-term outcomes. Scenarios should also account for operational and capacity improvements, as well as other sustainability goals. Develop a flexible process that allows the Authority's long-term capital plan to be updated regularly, using tools to monitor changes in predicted conditions, incorporate stakeholder priorities, and adjust to evolving policies over time. Deliverables: The following deliverables are anticipated: A comprehensive Needs Assessment Report summarizing findings, strategies, and recommendations. Strategic planning tools and models (e.g., decision-support processes and recommended management software integrations). Condition forecast models for different funding scenarios Recommendations for establishing an adaptive, data-driven capital planning process that can be sustained over time. Documentation suitable for both internal use and stakeholder presentations. Qualifications: Interested firms must demonstrate: Consulting firm with demonstrated transportation infrastructure expertise. Experience in long-term capital planning and condition forecasting for transportation agencies. Knowledge of emerging transportation technologies, including integration strategies. Expertise in developing maintenance and rehabilitation strategies for large-scale transportation networks. Strong capabilities in stakeholder engagement, policy development, and integration with public agency processes, with an ability to clearly convey complex needs and priorities to diverse audiences Experience working with public transportation agencies of similar size and complexity to the AUTHORITY (e.g., managing extensive highway and bridge networks). The estimated value of this term agreement is $3,000,000. The duration of this agreement is 2 years, and the Authority shall have the option, in its sole discretion, to extend this agreement for one (1) additional one (1) year terms. Any questions regarding requirements presented in this advertisement must be addressed to one of the Authority individuals listed below. In order for a firm's Letter of Interest (LOI) to be considered by the Authority, the following three (3) points must be met. If any of these three (3) points are not met, the LOI will not be reviewed and the firm will not be considered for selection. The LOI shall be no more than three (3) standard single-spaced typewritten pages, using a 10 point or greater Arial (not Arial Narrow) font (line spacing and text), with a minimum 1/2 inch margin on all sides. Font scaling shall be set to one hundred percent (100%). Font spacing shall be set to "normal." The phone number and email address of the contact at the prime firm must be included in the LOI. All firms listed in the LOI must be currently registered with the NYS Department of State and must be able to conduct business in New York State. Where professional services (including engineering, architecture, and survey) are required, all firms listed in the LOI must be currently registered with the New York State Department of Education, Office of the Professions to practice in New York State, and must be able to legally provide professional services in NYS under the name as stated in the LOI (see below for additional details). If a firm will not be providing professional services, it must be clearly noted. Submittal Package There are two options to submit the LOI: Either one original and one electronic copy on a flash drive of the LOI can be submitted. Use staples only (do not use binders or covers when submitting a LOI). Or an electronic mail submission which is encouraged. If submitting via e-mail, only one copy is required.
