All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The owner reserves the right to waive any informalities or to reject any or all bids. The work to be performed under this Contract shall consist of furnishing all labor, materials, tools, equipment and incidentals and performing all work required to construct complete in place and ready to operate the improvements shown in the Contract Documents. These improvements include, but are not limited to, the following: The project consists of installation and maintenance of erosion control measures, clearing and grubbing approximately 28 acres, mass grading approximately 162,000 cubic yards of earth, compacting the mass graded pad, placement of topsoil over the disturbed area, and establishing a permanent vegetative cover over the disturbed area. The project also includes compliance with applicable permit conditions and appurtenant items as necessary for a complete and operational project.
