Site work, paving and new construction of a mixed-use development in Pharr, Texas. Working plans call for the construction of a 118,810-square-foot stadium; for site work for a stadium; bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.
The City of Pharr periodically has a need for professional project and/or construction management services for a variety of public infrastructure projects such as roads, bridges, water, sanitary sewer, storm sewer, and buildings. The City reserves the right to negotiate with any and all firms that submit proposals, as per the Texas Professional Services Procurement Act, Texas Government Code Section 2254.004 and Texas Local Government Code Section 271.118. The City of Pharr will evaluate the Request for Proposals of the firms on the basis of technical ability, experience, and ability to perform the work. Potential Bidders are asked to post their questions on our online under the tab labeled "Clarifications" under the relative project number. The deadline for questions is Tuesday, July 29, 2025 at 5:00 p.m. The City of Pharr does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or provision of services, programs or activities. The City of Pharr is an Equal Employment Opportunity Employer. The City of Pharr reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period ninety (90) days without taking action. As of January 13, 2026, the project is currently under evaluation stage. A timeline to select a firm has not been established.
