Site work and paving for a civil project in Wellsville, Kansas. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
The KDOT Sanitary Sewer Encasement Project for the City of Wellsville, KS consists of approximately 872 LF of existing sanitary sewer line to be excavated, concrete encased and backfilled; 111 SY removal and replacement of pavement; adjustment of manhole height and cone orientation; site restoration; erosion control, traffic control and mobilization. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, with additive alternate bid items as indicated in the Bid Form. No pre-bid conference. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier's checks shall be made payable to Drexel Technologies, Inc. Questions on the Bid Documents from general contractors and sub-contractors will be answered by written addendum through the office of the Consulting Engineer. Questions from material suppliers or equipment suppliers will only be considered through general contractors and sub-contractors. Question Deadline 08/02/2025 Submit all questions about the meaning or intent of the Bidding Documents to Jeff Zimmerman (Project Engineer) of Midwest Engineering Group, LLC in writing or email jzimmerman@midwestengineers.com. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Request for consideration of "equivalent" products will only be considered in writing from general contractors and sub-contractors. No requests for alternate or "equivalent" products will be considered within ten (10) days prior to Bid opening. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. A certified check drawn on a solvent bank or a bid bond by a satisfactory surety in an amount equal to 5% of the total amount of the bid must accompany each bid proposal as bid security. No Bidder may withdraw a bid for a period of ninety (90) days from the date of opening bids. All bidders are required to obtain plans and specifications from Drexel Technologies Plan Room and must be listed as a plan holder for the bid submitted to be valid. Any bidder not listed on the plan holders list will have their bid rejected. This project is subject to comply with 23 U.S.C. 313 ("Buy America") and 23 C.F.R 635.410 ("Buy America requirements") which require that all iron and steel permanently incorporated in the water district's facilities that are relocated under KDOT Kansas Rural Water District Utility Agreement shall have been manufactured, produced, and processed in the United States. Manufacturing processes include any process which modifies the chemical content, the physical size or shape, or the final finish of the iron or steel. These processes include initial melting, mixing, rolling, machining, extruding, bending, grinding, drilling, and coatings applied to iron and steel (including epoxy coatings, galvanizing, painting, and any other coating that protects or enhances the value of the iron or steel used). Companies providing iron or steel or performing any manufacturing processes on the iron or steel shall include a "Buy America" statement on test reports and material certifications submitted to the Utility. The "Buy America" statement shall identify the source of the iron or steel and the location(s) of the manufacturing processes. The statement shall certify that the company issuing the test report or material certifications complies with all provisions of the Buy America Act. Buy America requirements do not apply to temporary items (Example: temporary sheet piling, steel scaffolding, and falsework) on the contract, even if these items are left in place with the Engineer's approval. The Owner will include the test results and material certificates in its billings to the Secretary of Transportation of the State of Kansas. n addition to Buy America, all construction materials and manufactured products must meet the Buy America, Build America ("BABA") Act of the Infrastructure Investment and Jobs Act. The Company shall provide materials that specifically meet the BABA Act by stating on the material certification "This product meets the Buy America, Build America (BABA) Act of the Infrastructure Investment and Jobs Act." The following materials are exempt from this requirement: o Aggregates o Asphalt Materials o Air-Entraining Admixtures for Concrete o Chemical Admixtures for Concrete o Cementitious Grout o Rapid-Set Concrete Patching Material o Shotcrete Concrete o Grout Used in Post-Tensioning o Portland Cement and Blending Hydraulic Cement o Fly Ash for Use in Concrete o Silica Fume o Slag Cement for use in Concrete and Mortars o Blended Supplementary Cementitious Material for us in Concrete
