Architect-Engineer (A-E) services are required to provide site investigations, detailed designs, and construction management for maintenance, repair, alteration, and new construction projects at Dyess Air Force Base. The work involves multi-disciplinary planning and engineering for institutional, commercial, and industrial facilities. Services include Title I (Types A and B) and Title II (Type C) tasks such as field surveys, geotechnical and hazardous material investigations, feasibility studies, preparation of architectural and engineering documents, cost and schedule estimates, and monitoring construction for compliance with plans and specifications. Additional services may include developing design criteria, environmental compliance projects, and fact-finding studies. The A-E shall design projects in accordance with applicable local, state, national, and Department of Defense standards, including UFC, NFPA, ANSI, OSHA, ASTM, NEC, and ICC. Deliverables include phased design submissions (10%, 35%, 65%, 95%, and 100%), drawings, specifications, cost estimates, design analyses, and comprehensive interior design packages. Designs must incorporate sustainable principles per UFC 1-200-02, avoid ozone-depleting substances, and include stormwater and erosion control measures. The A-E is responsible for certifying all documents, ensuring compliance with fire protection, energy conservation, and interior design standards, and maintaining professional quality throughout the contract.
