Site work, paving and renovation of a mixed-use development in Byron, Minnesota. Completed plans call for the renovation of a elderly care / assisted living facility; for site work for a elderly care / assisted living facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
This project is for the Oxbow Park caretaker's home and associated site work. Question Deadline 07/28/2025 at 2:00 PM CT All questions, exceptions and/or suggestions to improve the intent of the project documents shall be submitted on or before the deadline for questions via the Questions tab on the website 1. General requirements a. Contractor to obtain and pay for all permits for project. b. Contractor to conduct all inspections. c. Contractor is responsible for daily cleaning of construction debris and final clean. 2. Submittals a. Provide product information submittals for County review and approval for all selections identified as 'basis of design'. b. Provide physical samples for County review and selection for interior finishes. 3. Base bid scope: finish main level of home to the specifications outlined below. Basement to be left unfinished with no partitions, fixtures, finishes, etc. except for mechanical room and laundry room. For these rooms, provide framing, drywall, doors, piping, floor drains, electrical, lighting, as specified below. Garage to be uninsulated and without sheathing. 4. Alternates a. Add alternate 1 - finish basement: Install framing, drywall, finishes, electrical devices, plumbing fixtures, etc., per the plans. b. Add alternate 2 - insulation upgrade: Provide spray foam in lieu of fiberglass batt insulation in wall cavities and attic. c. Add alternate 3 - finish garage with cavity insulation, vapor barrier, and gypsum board per wall section. 5. Site a. Contractor is responsible for creating and submitting a site plan for building permit and approval. b. Facilitate all site excavation and grading including final grade and prep for landscaping. c. Landscaping to be done by Owner. d. Garage concrete apron: 26' wide x 20' long x 4" thick. e. Gravel driveway to existing road that can be blacktopped later by Owner after freeze/thaw cycle. f. Concrete sidewalk approach: 7'6" wide x 17'6" long x 4" thick. g. Rear patio: 6' wide x 14' long x 4" thick. h. Contractor is responsible for erosion control. 6. Utilities a. Contractor to install all utilities to the building site. i. 475' of 1" waterline from newly constructed well house. (Boring waterline under the road to the site will be required) ii. 150' of 4" septic line and basement lift station will be required to hook into existing Caretaker's House septic system. iii. 250' of electric service line (in poly conduit) with a meter located on the house with outside disconnect. 7. Basement a. Waterproofing shall be installed from the top of the footing to the top of foundation at a minimum, in accordance with manufacturer's installation instructions. See plans. b. Waterproofing material shall be 60-mil solvent-free liquid-applied synthetic rubber or approved equal. c. Exterior insulation must be covered by an approved protective finish to protect from deterioration. Cover insulation from top of foundation wall to 6" below grade. d. Basement egress windows shown on plans shall include window wells complying with Minnesota Building Code. 8. Exterior a. Roofing shall be Landmark asphalt shingles with 30-year warranty. Owner to select from manufacturer's standard range of colors. b. Ice and water shield at roof and in all valleys shall be Certainteed Weatherguard. c. Exterior weather barrier on vertical surfaces to be Tyvek Housewrap. d. Vented soffits shall be Edco corrosion-resistant aluminum and fascia shall be steel. Owner to select from manufacturer's standard range of colors. e. Siding shall be LP prefinished lap siding. Owner to select from manufacturer's standard range of colors. f. Window trim to be LP Smart Side. Smooth. 4". Owner to select from manufacturer's standard range of colors. g. Aluminum corrosion-resistant flashing shall be installed at the exterior envelope at the following areas: i. Window openings, door openings. ii. Masonry construction. iii. Under and at ends of coping and sills. iv. Above projecting wood trim. v. Where decks attach to walls. vi. Roof and wall intersections. vii. Gutters. viii. Windowsill and door threshold pan flashing. ix. Drip caps at all horizontal material transitions. h. Provide K-style vinyl gutters at all eaves, downspouts and kickouts as needed. i. Windows: i. Basis of design: Hayfield foam fill vinyl windows. ii. See plans for U-factor and SHGC. j. Overhead garage door shall be an insulated sectional door. Basis of design is Overhead Door Company. Door opener basis of design is Liftmaster 81600 chain opener with two remotes and key pad. k. Patio door basis of design: Therma-Tru fiberglass Benchmark series. Shaker door. Owner to select from manufacturer's standard range of colors. l. Front door basis of design: Therma-True fiberglass Benchmark series. Shaker door with sidelights. Owner to select from manufacturer's standard range of colors. m. Garage passage door basis of design: Therma-True steel door. Field painted. n. Hardware for exterior doors: Schlage hardware. SFIC. Provide deadbolts on exterior and garage passage door. 9. Interior a. Countertops: basis of design: Cambria or approved equal with backsplash. b. Cabinets basis of design: Lowe's Project Source, Conway line, box cabinetry. i. Cabinetry with concealed hinges, 1/2 " overlay face frames and adjustable shelving. ii. 36" uppers at kitchen. iii. Color: Hickory iv. 2" decorative cove crown molding at cabinetry. v. Hardware basis of design: Lowes Laurey Summerland 3- 3/4 ". Matte black dual mount arch handle. vi. Self-closing epoxy-coated drawer guides. vii. Pull out trash. viii. Finished end panels. ix. Support island as required. x. Cabinet layout per attached kitchen drawing. c. Appliances: contractor's bid shall include appliance allowance of $6,000. Builder is responsible for installation and hookups. d. Provide interior attic access. e. Drywall walls taped flat and sanded. f. Drywall ceilings taped, sanded, with orange peel texture. g. Wall and ceiling paint basis of design: Sherwin Williams Duration. See finish schedule. h. Stairs: i. Poplar square Newel posts, poplar coved handrail, wood baluster. Field paint rail, posts, and skirts. ii. Paint basis of design: Sherwin Williams Pro Classic satin finish. i. Doors: i. Swing doors: Shaker two-panel, primed, MDF, field paint. ii. Pocket doors: Shaker two-panel, primed, MDF, field paint. iii. Paint basis of design: Sherwin Williams Pro Classic satin finish. iv. Door sizes per plan. j. Hardware for interior doors: i. Schlage heavy duty locksets. Lever style. Chrome. ii. Bedrooms and bath: privacy push button. iii. Halls and closets: passage. iv. Provide door stops where applicable. k. Shelving: i. Bedroom closets: wire shelf with hanger rod below. ii. Linen closets, pantry: wire shelves. Quantity per plans. l. Flooring. See finish schedule: i. Resilient flooring (LVP) allowance: $3 per square foot. ii. Carpet allowance: $4.30 per square foot. iii. Ceramic tile allowance: $1.50 per square foot. m. Wall base: 2 1/2 " x 3 1/4 " flat, MDF, factory primed. Base shoe to be provided at resilient flooring. 10. Plumbing: a. All piping to be installed per Minnesota Plumbing Code. b. Waste, vent, and water piping to be installed per Minnesota Plumbing Code. Submission, scheduling, and fees for permits, tests, and inspections are responsibility of the builder. c. All piping shall be pex. d. Provide (2) exterior freeze-proof hose bibs. One at garage and one at rear. e. Kitchen: i. Sink basis of design: Elkay Dayton 33"x22"x8" stainless steel, doublebowl drop-in sink. 22 gauge. ii. Faucet basis of design: Moen Medina one-handle pull-out sprayer. Chrome. iii. Garbage disposal: Whirlaway, 1/2 HP. Provide outlet for disposal hookup. iv. Provide hookups for dishwasher. v. Provide hookups for refrigerator. f. Bathrooms: i. Shower unit: Salo one-piece fiberglass with surround. White. Size per plans. ii. Tub/shower unit: Salo one-piece fiberglass with surround. White. Size per plans. iii. Tub/shower faucet: Moen Adler tub/shower single-lever. Chrome. iv. Shower faucet basis of design: Moen Adler shower only single-lever. Chrome. v. Vanities: solid surface top with integral bowl. Grinder and lift pump for existing septic system. v. Provide floor drain. i. Lower level laundry room i. Provide hookup to washer. 11. Heating, ventilation, and air conditioning: a. Commissioning contractor must be credentialed by an HVAC oversight organization. b. Submission, scheduling, and fees for permits, tests, and inspections are responsibility of the builder. c. Forced air distribution: i. Install all supplies and returns in finished areas only. ii. All ductwork to be sealed and within conditioned envelope. iii. Ventilation in compliance with ASHRAE 62.2-2010. iv. Air-source heat pump basis of design: Trane 17 1. Heat pump selection shall be rated by Energy Star as a cold climate heat pump. 2. Selection shall be sized by contractor. 3. Provide electric heat coil for supplemental heating. d. Exhaust fans: i. Bathrooms: Energy Star certified. Wired to turn on with light switch and equipped with a humidistat sensor, timer, or other control (occupancy sensor, delay-off switch, ventilation controller). ii. Kitchen: vented through microwave. iii. Provide rigid dryer vent to exterior. iv. Provide insulated exhaust to the exterior. e. All systems associated with ductwork must be installed per manufacturer's recommendations. f. Thermostat: Carrier digital programmable. g. Contractor to do rough and final inspections. 12. Electrical: a. All switches and outlets to be installed per Minnesota Electrical Code regarding quantity or otherwise. b. Seal outlet boxes that are installed on exterior walls. c. All switches, outlets, and faceplates shall be white. d. Light fixtures shall be LED. e. Provide one can light and one switch in the following rooms: i. Pantry ii. Foyer iii. Owner's suite bathroom iv. Walk-in closet v. Mechanical room (lower level) vi. Family room (lower level) f. Provide one can light and two switches in the following rooms: i. Mud room/entry ii. Stairs g. Provide one vanity light, two wet-rated can lights, and two switches in the upstairs bathroom. h. Provide one vanity light, three wet-rated can lights, and three switches in the owner's suite bathroom. i. Provide one fan/light and one switch in the following rooms: i. Bedroom 1 ii. Bedroom 2 j. Provide four can lights, three pendant lights, and two switches in the kitchen. k. Provide four can lights and two switches in the Great Room. l. Provide two linear lights and one switch in the garage. m. Provide one outdoor can light and one switch in the following areas: i. Rear patio ii. Covered porch iii. Entry stoop iv. Garage service door n. Contractor's bid shall include a lighting allowance per fixture and propose products to the owner for final selection. Values below are cost per fixture. i. Can lights: $50 ii. Fan/light: $150 iii. Vanity: $75 iv. Pendant: $50 v. Linear: $40 vi. Outdoor can: $50 o. Provide FixtureSensor all-weather outlets at each exterior door. p. Provide GFI outlets in garage, kitchen, bathrooms, exterior, and unfinished lower level. q. Provide exhaust fans in bathrooms. r. Provide wiring: i. 220V hookup for range, dryer, and heat coil. Four-prong. ii. Microwave/hood outlet. iii. Dishwasher. iv. Garbage disposal. v. Smoke detectors (with battery backup). vi. Carbon monoxide detectors within 10' of bedrooms. vii. Doorbell. viii. Heat pump, air handler, and thermostat. ix. Garage door operator with low voltage wiring for opener. x. 200A service. s. Provide wiring for CAT5 network for modem hookup. t. Provide two phone lines. u. Contractor to do rough and final inspections. v. Add alternate 1 - finish basement: i. Provide one can light and one switch in the laundry room. 8 ii. Provide two can lights and one switch in the storage room. iii. Provide five can lights and two switches in the family room. iv. Provide one fan/light and one switch in the following rooms: 1. Bedroom 3 2. Bedroom 4 v. Provide one vanity light, two wet-rated can lights, and one switch in the downstairs bathroom. vi. Provide one linear fixture with pull chain under the stairs.
