Question Deadline 07/25/2025 at 12:00 PM ET Questions concerning this bid are due in writing via email by: greg.parret@highpointnc.gov All miscellaneous work related to the above. Quantities and major work items are more thoroughly described herein. General contractors are notified that "An Act to regulate the Practice of General Contractors", Section 87-1 through 15, ratified by the General Assembly of North Carolina, on March 10, 1925, and as subsequently amended will be observed in receiving and awarding general contracts. No proposal shall be considered or accepted by the City Council unless at the time of its filing the same shall be accompanied by a deposit with the City of High Point of a certified check on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to five percent (5%) of the total bid. In lieu of making the deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to the City of High Point upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within ten (10) days after award or fails to give satisfactory surety as required herein. A separate performance and payment bond each in an amount equal to one hundred percent (100%) of the contract price will be required after bid award. The City reserves the right to reject any and all bids, as may in the judgment of the City, serve its best interest and the City further reserves the right to waive irregularities and informalities in any bid submitted. The City of High Point, Public Services Department is seeking a qualified specialty contractor to rehabilitate a 5 MG prestressed concrete water storage tank located at the Ward Water Plant (121 N. Pendleton St., High Point, NC 27260). The tank was originally constructed in 1979 and renovated in 1996 (see attached record drawings). The most recent inspection of the tank was performed on March 11, 2025 (see attached photo log). In accordance with the Federal "Americans with Disabilities Act" (the Act), the City of High Point will not discriminate against individuals, and will not do business with vendors who discriminate against such individuals in violation of the Act. The City of High Point, Public Services Department is seeking a qualified specialty contractor to rehabilitate a 5 MG prestressed concrete water storage tank located at the Ward Water Plant (121 N. Pendleton St., High Point, NC 27260). The tank was originally constructed in 1979 and renovated in 1996 (see attached record drawings). The most recent inspection of the tank was performed on March 11, 2025 (see attached photo log). I. Scope of Work The scope of this project is for a Contractor to perform the following: A. Provide all design, labor, materials, equipment, supervision, and incidentals to perform the following work: Base Bid 1. Design calculations and drawings sealed by a Professional Engineer experienced in the design and modification of prestressed concrete tanks and registered in the State of North Carolina for the modification work required on the tank. 2. Upon complete draining of the tank by the Owner, provide all necessary temporary interior working platforms and confined space entry for the duration of the work on-site. 3. Dismantle the two (2) existing failed fabric baffle walls, including all hardware, remove from the tank, and dispose of the materials as required. 4. Low pressure chemical cleaning of the tank interior wall and floor surfaces including removal of any spalled shotcrete and silt/sediment from the tank interior. Shotcrete debris and silt/sediment will be disposed of offsite. 5. Prepare the tank interior wall, floor, and dome for the installation of new baffle wall system matching the original locations. The new baffle wall system will include an approximately 10'-0" wide gap between each baffle and tank wall on one side. New concrete anchoring curbs will be installed on the interior wall and the tank floor to secure the new baffle walls. New stainless steel support cables to be installed through the tank dome and each location to be strengthened with a reinforced concrete pad. The contractor must repair all areas affected by the removal of the existing curtains, hardware anchors, etc. by an engineer approved method and at a minimum the material must meet Standard 61 Drinking Water regulations. 6. Furnish and install new XR-3 PW fabric baffle walls including new hardware and anchors as required. 7. Seal the joint between the 48" outlet pipe and silt stop ring with Sikaflex 1a, an NSF 61 approved elastomeric joint sealant. 8. Seal the joint in the fiberglass inlet weir with Sikaflex 1a, an NSF 61 approved elastomeric joint sealant. 9. Furnish and install a new stainless steel fall prevention cable system on the existing interior access ladder. The system will include traveler and safety harness. The existing fall prevention system will be removed and disposed of. 10. Furnish and install two (2) new wall manway gaskets. 11. Disinfect the tank interior in accordance with AWWA C652 upon completion of the work. 2 12. Site restoration including grading, backfill and seeding as required to return the site to its current condition. Bid Alternate 1 13. Pressure wash cleaning of the interior surfaces of the tank wall with pressure between 3,500 psi and 5,000 psi to remove loose and delaminated shotcrete. All removed shotcrete material to be disposed of offsite. Bid Alternate 2 14. Prepare and waterproof up to 1,000 LF of floor cracking with an NSF 61 approved elastomeric urethane waterproof coating system.
