Black & Veatch and Overland Contracting (a subsidiary of Black & Veatch), as the Program Manager and Construction Manager for the Sewer Assessment and Rehabilitation Program (SARP10) on behalf of the City of Memphis, is soliciting Request for Bid (RFB) for the Mud Island CIPP and Siphon Rehab Scope of Work. Question Deadline 08/01/2025 SUBMIT ALL QUESTIONS BY E-MAIL TO: Attn: Jeff Old OldJW@bv.com Cc: Ginny Dorsey DorseyV@bv.com Cc: Jerry Caldwell CaldwellJ@bv.com Scope of Work: This project includes the structural rehabilitation of a siphon structure along the Wolf River, the replacement of an additional cast-in-place concrete siphon structure, and the cast-in-place pipe (CIPP) lining of a segment of 60" gravity sewer pipe upstream from the siphon. Schedule: The allotted time for construction is 365 calendar days. Disadvantage Business Enterprise (DBE) goals: SARP10 DBE Participation Goal: DBE minimum 15% (Vendors from the City of Memphis EBO list only) Registration: Firms not already prequalified for construction activity with SARP10 and Firms that prequalified more than one year ago, must submit the following registration information as soon as possible; but no later than August 1, 2025. SARP10 registration is valid for one year from the date of approval and will apply for all related construction contracts, under the SARP10 Program. If the Firm has prequalified with SARP10 in the past year, the Firm is not obligated to reapply. The message should include a main point of contact name, phone number, email address, and remit to address. The email must also include a PDF attachment of the Firm's W-9 Request for Taxpayer Identification Number and Certification. Step Two: A Black & Veatch Sourcing Specialist will send a separate email requesting additional information for review and approval by Black & Veatch / OCI. *No bids will be accepted from any Firm who has not successfully completed the registration process and met the minimal qualification standards. Additional instructions for submitting the bids are included in the RFB. Disadvantaged Business Enterprises (DBE) Requirements: Black & Veatch / OCI is an affirmative action employer. Accordingly, the parties hereby incorporate by reference the requirements of Executive Order 11246, as amended, and the applicable regulations contained in 41 C.F.R. Parts 60-1 through 60-60; 29 U.S.C. Section 793 and the applicable regulations contained in 41 C.F.R. Part 60-741; 38 U.S.C. Section 4212 and the applicable regulations contained in 41 C.F.R. Part 60-250 and/or 60-300; and 29 C.F.R. Part 471, Appendix A to Subpart A.
