Request for Qualifications and Proposal (Rfq/p) Ors 279c.110 Qualifications and Pricing Based Selection Clackamas River Water ("Crw" or the "District") is Seeking Sealed Proposals From Qualified Engineering Firms, Teams or Consultants to Provide Engineering, Programming, and Installation Services Relating to Crw's Scada System Upgrade. Sealed Proposals From Qualified Engineering Firms, Teams or Consultants to Provide Engineering, Programming, and Installation Services Relating to Crw's Scada System Upgrade. This Project Will Perform an Upgrade to Crw's Scada System by Completing Design, Programming, and Implementation and Installation Services Outlined in the 2025 Crw Scada Upgrade Master Plan, Which Specifies the Use of Inductive Automation's Ignition Hmi, and Allen Bradley Plcs and Related Equipment. Crw is Acquiring the Ignition Software and Licensing, as Well as the Allen Bradley Hardware, Detailed in Its Scada Upgrade Master Plan. Crw Will Screen and Select Prospective Consultants as Provided in Ors 279c.110(5), Which Allows Consideration of Pricing in Selection of Professional Engineering Services in the First Step, Proposers Are Invited to Submit a Proposal Outlining Their Experience and Qualifications in Performing Work Directly Related to the Services Required. Proposers Shall Not Submit Any Pricing Information in Their Proposals in the Second Step, After Crw Assesses the Qualifications of Proposers, It Will Announce the Selected Top 1-3 Proposers and Invite Them to Provide Pricing Information Specified in This Rfq/p, Which Will Contribute to 15% of the Overall Proposer Evaluation and the Final Proposer Selection. There Will Be No Formal Opening of Proposals. Facsimile or Emailed Proposals Will Not Be Accepted. Proposals Will Not Be Accepted After the Stated Opening Date and Time. Late Proposals Will Be Returned to the Proposer Unopened. Their Proposals That They Have Not Discriminated and Will Not Discriminate Against a Disadvantaged Business Enterprise, a Minority-owned Business, a Woman-owned Business, a Veteran-owned Business or an Emerging Small Business in Awarding a Subcontract. Ors 279a.110(1), (4). Proposers Who Have Paid Unemployment Taxes or Income Taxes in Oregon During the 12 Calendar Months Immediately Preceding Proposal Submission and Who Have a Business Address in Oregon Shall State in Their Proposal That They Are a "resident Bidder." Ors 279a.120 (1). Pre-qualification of Proposers is Not Required. All Proposers Are Required to Comply With the Provisions of Oregon Revised Statutes and the District's Local Contract Review Board Rules. The District Reserves the Right (1) to Reject Any or All Proposal Not in Compliance With Public Bidding Procedures, (2) to Postpone Award of the Contract for a Period Not to Exceed Ninety (90) Days From Date of Proposal Opening, (3) to Waive Informalities in the Proposals, and (4) to Select the Proposal Which Appears to Be in the Best Interest of the District. The District Shall Not Knowingly Contract With an Entity That Discriminates on the Basis of Age, Disability, National Origin, Race, Marital Status, Religion, or Gender. The method of Contractor Selection has not been Determined at this time.
