Renovation of a transportation facility in Billings, Montana. Completed plans call for the renovation of a transportation facility.
The City of Billings, an Equal Opportunity Employer, is seeking Requests for Proposals from qualified and experienced General Contractor/Construction Manager (GC/CM) firms for the construction of the 2025 Terminal Project. The City of Billings will use a competitive, qualification and price-based procurement process to select and enter into a GC/CM contract with a Construction firm. This project is expected to be funded with Department of Transportation (DOT) - Federal Aviation Administration (FAA), Airport Improvement Program (AIP) grant funds, Passenger Facility Charge (PFC) funds, and other funds. The City of Billings is an Equal Opportunity Employer. The proposer(s) shall abide by the requirements of 41 CFR 60-300.5(a) and 41 CFR 60-741.5(a), which prohibit discrimination against qualified protected veterans and/or qualified individuals on the basis of disability and requires affirmative action by covered proposer(s)/offerors to employ and advance in employment qualified protected veterans and individuals with disabilities. Firms must present evidence that they are fully competent and have the necessary facilities, experience, and resources to fulfill the conditions of the agreement, which will ensure a high standard of service is afforded. Consideration shall be given to such matters as integrity, record of past performance, technical resources and accessibility to other necessary resources. Billings Logan International Airport (BIL) reserves the right to reject any applicant who, in BIL's opinion, does not have adequate qualifications. BIL reserves the right to terminate selection proceedings at any time. The Airport has established an annual Disadvantaged Business Enterprise (DBE) goal of 2.39% Phase I (Pre-Construction Services) Design Development - completion end of September 2025 Phase II (Pre-Construction Services) Final Design - completion end of December 2025 Phase III (Construction Services) - start the spring of 2026 Offerors needing clarification or finding errors, omissions, or corrections in the RFP shall contact Heather Mosser by E-mail Address: hmosser@m-m.net no later than July 22, 2025 at 5:00 p.m. Requests after this date shall not be answered
