The Project delivery vehicle will be a Construction Manager / General Contractor (CM/GC) process. Therefore the awarded A/E firm will be expected to work cooperatively with the Owner, CM/GC, and other Trade Partners to design the Project and throughout the life of the Project. The anticipated start date of the project is October 2025, and the anticipated delivery date of the project is yet to be defined but likely in 2029. See Project timelines below for estimated design development and construction timelines. The purpose of the solicitation is to secure a Proposal of qualifications, as part of a multi-phase selection process, from A/E Service Providers who have prior experience in A/E Services for projects similar in scope, scale, and delivery methods. SCOPE OF SERVICES Per the initial programming and conceptual planning work, the new MULTNOMAH COUNTY ANIMAL SERVICES FACILITY is estimated to be in the range of 35,000 - 45,000 square feet. It is anticipated the facility will have at least two public entrances and lobbies and areas distinct to housing, adoptions services, intake, and animal care. There will be a medical suite and medical isolation areas for disease/infection control response. Supportive structures such as a warehouse, covered play/enrichment areas, and a livestock barn are being considered. The site will have parking for both public, staff, and volunteers. The building systems will be designed to support the intense processes of the animal services operation with enhanced sanitation, ventilation and circulation. The facility will align with the Association of Shelter Veterinarians' (ASV) Guidelines for Standards of Care in Animal Shelters. Future phases of this project will continue to define and refine the project scope. The Project shall meet or exceed all Multnomah County standards and policies pertaining to major construction projects. The site for this new facility is not yet determined. The Project shall be delivered through, and A/E firm shall engage in, the CM/GC method of project delivery, with the complete project scope and details to be determined during the Design Phase through a Collaborative Project Delivery (CPD) process between the A/E firm, the CM/GC Contractor, Owner, and certain Project stakeholders. The Project will incorporate design practices that create spaces that are inclusive of as many people as possible. Various internal and external interest holders will be engaged to help determine the space, program and design elements required for the Project. Inclusive design practices will also extend to Animal Services staff, incorporating their feedback as subject matter experts to allow for a design that maximizes the functionality of all operation and service needs. Among numerous other considerations, the Project shall be designed and constructed in a manner that obtains the long-term value for Multnomah County; be deeply rooted in subject matter expert input; result in the prudent expenditure of public funds within the constraints of the Project program and budget; and strongly consider its environmental impact and prioritize long-term maintenance and operational efficiencies.
