Renovation of a road / highway in Lancaster, Pennsylvania. Completed plans call for the renovation of a road / highway.

The work generally consists of the replacement of traffic signal facilities at the intersection at Race Avenue and Marietta Avenue, the removal and conversion of the signalized intersection at Race Avenue and Buchanan Avenue to a stop sign controlled intersection, and replacement/installation of pedestrian signal heads, APS push buttons and other traffic signal improvements at three intersections (Plum and Chestnut Streets, Franklin and Chestnut Streets, and Hershey Avenue and Wabank Street). All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bond equal to one hundred (100%) percent of the contract price with suitable, reasonable requirements guaranteeing the performance of the contract. Bids, after having been submitted, may be withdrawn by the Bidder prior to the time set for the opening of bids upon the written direction to City online and at such other times as set forth in Article 16 of the Instructions to Bidders. No withdrawal of bids will be allowed within sixty (60) calendar days after said time, even though bids may not yet have been opened. All bid clarification questions shall be submitted via online Questions Due Date: Aug 5th 2025, 4:00 PM EDT The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination. The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act, and other applicable requirements of federal and state law as specifically set forth in Article 26 of the instructions to Bidders. Additionally, the Project is being funded in part through grants from online and all online regulations apply. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in Article 3 of the Instructions to Bidders. Additionally, the successful bidder must be PennDOT pre-qualified (prime or sub) and meet all qualifications as specifically set forth in Article 4 of the Instructions to Bidders. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
