Joe Jackson Tot Lot 502 Dauphin Street, Lancaster, PA The work at this location generally consists of the removal of the existing park features (play structures will be removed prior to construction), site grading, installation of hardscape, sidewalk/curbing, green infrastructure, play structure, swings, water play features (including water and electrical), fencing, landscaping and other park amenities as specified herein. Ewell Gantz Playground 444 South Christian Street, Lancaster, PA The work at this location generally consists of the removal of the existing park features, site grading, installation of hardscape, sidewalk/curbing, green infrastructure, play structure, swings, fencing, landscaping and other park amenities as specified herein. All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bond equal to one hundred (100%) percent of the contract price with suitable, reasonable requirements guaranteeing the performance of the contract. No withdrawal of bids will be allowed within sixty (60) calendar days after said time, even though bids may not yet have been opened. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. Executive summary The Parks Improvement Project fulfills the requirements of the City of Lancaster's Stormwater Ordinance and Green Infrastructure Plan with the vision to provide more livable, sustainable neighborhoods for City residents and to reduce combined sewer overflow and pollutants. The project combines renovations to Ewell Gantz Park and Joe Jackson Tot Lot with stormwater management features to manage onsite runoff and to provide multiple benefits to the community. In accordance with the City of Lancaster's Stormwater Management Ordinance, the projects stormwater requirements are as follows: Ewell Gantz Park and Joe Jackson Tot Lot are Regulated Large Projects with greater than 25 percent reduction in impervious surfaces. o Volume Control*: Removal of the first 1.25 inches of runoff from impervious surfaces o Rate Control: Not Required o E&S Control: Required *Both parks reduce impervious coverage by at least 25% by impervious surfaces removal and through porous pavement disconnection. 1.1 Ewell Gantz The proposed stormwater management at Ewell Gantz, located alongside the intersection of Christian St. and North St, includes a partially lined porous rubber play surface, and a subsurface storage/infiltration bed system under a proposed concrete plaza area within the park. The porous rubber play surface is considered a disconnection structural BMP and will manage itself. The liner was incorporated along one side of the infiltration bed under the porous play surface to provide a minimum setback of 10 feet from the existing adjacent building. The subsurface storage/infiltration bed under the park plaza area is sized to manage the first 1.25-inches of runoff from the impervious concrete plaza. The subsurface bed is located near the southern entrance of the park and will manage runoff that is collected from the plaza via a trench drain. The subsurface system is comprised of a single stone storage/infiltration bed and includes a new inlet control structure with a weir to convey overflow to the existing 36-inch combined sewer located in North Street. Table 1 summarizes the design parameters of the Ewell Gantz stormwater improvements. Drainage area maps and land cover calculations are The contract consists of two projects listed below: 1. Ewell Gantz Playground: Project generally comprises the removal of the existing park features, site grading, installation of hardscape, sidewalk/curbing, green infrastructure, play structure, swings, fencing, landscaping, and other park amenities. Summary Confine construction equipment, the storage of materials and equipment, and operations of workmen to within the project site. B. Additional storage in excess of that available at the site shall be the responsibility of the Contractor. Additional payment will not be made for storing new Products, or excavated material off-site, or its transportation to/off the site when it is required. C. Assume full responsibility for materials stored on site (including materials for which the Owner has made payment). D. Transport materials remaining at the completion of the Project for which the Owner has made payment to a storage area designated by the Owner. E. The Contractor shall limit his use of the premises to the Work indicated, so as to allow for Owner occupancy and use by the public. 1. Keep existing driveways and entrances serving the premises clear and available to the Owner and his employees at all times. Do not use these areas for parking or storage of materials. 2. Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas designated by the Owner. If areas for storage are not available on-site, or if additional storage is necessary, obtain and pay for such storage off-site
