The Agriculture, Industry & Planning Committee of the Steuben County Legislature and the Steuben County Superintendent of Buildings & Grounds will receive competitive sealed bids per specifications for the following work: Sealing and Striping of Steuben County Parking Lots; document #GC-25-029-B. Scope: It is the intent of this specification to obtain competitive pricing for the provision of all labor, material and incidentals necessary for the crack filling, sealing and striping of Steuben County parking lots. Scope of Work: The Work required by this specification consists of furnishing all labor, material, equipment and related items required to perform crack filling, sealing and striping at the Steuben County Office Building parking lot, Annex parking lot, Employee parking lot, State parking lot, Pro-Action of Steuben parking lot, Steuben County Public Safety/911 Building parking lots, Steuben County Community Services parking lots, Steuben County Civil Defense parking lot, Steuben County Records Storage parking lot, Steuben County Veterans Service parking lot and Steuben County Dept. of Motor Vehicles parking lots. Approximate Square Footage of Parking Lots: A) Steuben County Office Building main parking lot, 3 East Pulteney Square, Bath NY. Approximately 58,417 sq. ft. B) Annex parking lot, 20 East Morris St., Bath NY. Approximately 26,528 sq. ft. C) Employee parking lot, Wilson Avenue, Bath NY. Approximately 83,000 sq. ft. D) State parking lot, 29 East Steuben St. Bath, NY. Approximately 24,500 sq. ft. E) Pro-Action of Steuben parking lot, 117 E. Steuben St., Bath NY. Approximately 40,273 sq. ft. F) Steuben County Public Safety/911 Building parking lot, 7007 & 6979 Rumsey Street Extension, Bath NY. Approximately 111,491 sq. ft. G) Steuben County Community Services parking lot, 115 Liberty St. Bath NY. Approximately 32,941 sq. ft. H) Steuben County Civil Defense Building parking lot, 7220 SR 54, Bath NY. Approximately 20,703 sq. ft. I) Records Storage Building/Detention parking lot, 6987 CR 113, Bath NY. Approximately 52,177 sq. ft. J) Veterans Services Building parking lot, 7001 CR 113, Bath NY. Approximately 13,600 sq. ft. K) Steuben County Dept. of Motor Vehicles parking lot, 77 Victory Highway, Painted Post NY. Approximately 29,648 sq. ft. L) Corning Community Services Building parking lot, 114 Chestnut St., Corning NY. Approximately 1,400 sq. ft. M) Hornell Community Services Building parking lot, 7454 Seneca Road North, Hornell NY. Approximately 15,000 sq. ft. N) Hornell DMV/Probation Building parking lot, 7604 Seneca Road North, Hornell NY. Approximately 17,439 sq. ft. Square footages for each parking lot are approximate. It is the responsibility of the contractor to confirm actual square footages for each parking lot. Contract Term: A one (1) time project type contract. Completion of Work: Project shall be complete and ready for final inspection ninety (90) days after execution of contract. Contractors shall bear sole responsibility for the delivery of their bid in a timely manner. Reliance upon the U.S. Postal Service or other carriers is at the contractor's risk. Late bids shall not be considered and shall be returned unopened. Award of Bid: For the purposes of this bid and subsequent award(s), it is intended that award(s) be made to the lowest in toto price bid. In the event that not every section of the bid (A through H) is awarded, the lowest in toto price bid of all sections selected, shall determine the low bidder. a. Award(s) shall only be made to bids submitted by qualified, responsive, and responsible contractors who sufficiently meet the terms, conditions, and specifications stated herein. However, under all circumstances and all statements to the contrary notwithstanding, Steuben County reserves as its right, the right to determine award(s)/awarded contractor(s) in accordance with the best interest of Steuben County. b. Award of bid is not made at the bid opening. All bids are subject to final review and acceptance by the appropriate committee(s) of the Steuben County Legislature before any award may be made. Receipt of bids by the County shall not be construed as authority to bind the County. All requests must be submitted in writing to amorse@steubencountyny.gov. For each bid it submits, the contractor shall submit two (2) sets of its bid; including all required documents (e.g. signed clauses, statements, forms, bonds, insurance, manufacturer's specifications, etc.) i. One (1) set shall be stamped (or otherwise indicated) as being the "ORIGINAL." Information in this set shall prevail. ii. One (1) set shall be stamped (or otherwise indicated) as being the "DUPLICATE" or "COPY." Requirements for addressing the bid submittal envelope: The bid shall be submitted in a sealed opaque envelope marked on the outside with: the contractor's name and address and the designation: "Sealed Bid: Seal and Stripe County Parking Lots." Right of County to Seek Clarification, Accept or Reject Bid(s), etc.: a. Steuben County reserves as its right, the right to require clarification from contractors for the purpose of assuring a full understanding of the contractor's responsiveness to the solicitation requirements. b. Steuben County reserves as its right; the right to accept or reject any and all bids (or separable portions thereof), the right to waive irregularities and technicalities, and the right to request resubmittal of bids (re-bid).
