Allow Electronic Quote: No Informal Bid Flag: No This project is the design of Wharf 8 at BPT with the option for multiple construction phases and an advanced dredging package. The selected respondent is expected to provide planning and design services, prepare construction plans and specifications, and provide proposal and construction phase services. Port Houston maintains a strict policy to avoid potential conflicts of interest that may exist from the presence of conflicting roles that might bias a contractor's judgment or from an unfair competitive advantage. Any entity (including its subsidiaries and affiliates) that previously participated in any part of the project's design is excluded from performing for that same project or resulting projects, as a prime contractor/consultant or a sub-contractor/sub-consultant: (a) material testing and (b) any construction resulting from the design work. Exceptions may be made only in the event that the Port Authority makes a determination that no such conflicts exist and provides express approval for the performance of material testing or construction work. Any such determination and approval shall be in the sole and absolute discretion of the Port Authority. As set forth in Section 10.18 of the sample contract (Exhibit No. 2), any Respondent that enters into a contract with Port Houston shall comply with (and cause its employees, subcontractors, agents, and other workforce to comply with) all applicable federal, state, local, and Port Houston security rules and regulations and all applicable training and licensing requirements, including, without limitation, the facility access regulations set from time to time by Port Houston, all applicable rules and regulations of the Transportation Worker Identification Credential ("TWIC") program, and all requirements pertaining to the protection of "Sensitive Security Information" as set forth in 49 CFR 1520. II. SCOPE OF SERVICES The general nature of services and work required will include the following: 1. Review and incorporate operational requirements, the current Master Plan, and any existing reports. Develop design and construction phasing options, considering the interface with Wharf 1 and curved crane rails, to improve efficiency and reduce construction costs and operational impacts. 2. Provide alternatives and a recommended solution for the final design. 3. Perform survey, geotechnical investigation, and any other additional services as required to design all elements in the project scope. 4. Design all required components for a functional container wharf, including, but not limited to, dredging, structural elements, pavement, fender system, mooring system, electrical and telecommunication system, utilities, and fire protection. 5. Provide architectural services as required for the design of the Stevedore Support Building and all associated components. 6. Coordinate design elements with the USACE and other regulatory agencies as necessary to receive all approvals and project construction permits. 7. Provide an accurate layout of the existing conditions and proposed project, including, but not limited to, dimension control, for use by others, including the Port Authority. 8. Provide all final design engineering services required to develop and seal the recommended solution for construction.
