Renovation of a multi-residential development in Toronto, Ontario. Conceptual plans call for the renovation of a multi-residential development.

Questions Due Date: Aug 11th 2025, 4:00 PM EDT Toronto Community Housing Corporation (TCHC) is seeking a Prime Contractor and Prime Consultant to join TCHC, The Atmospheric Fund (TAF), and Enska (currently onboard as the IPD Advisor) in delivering the Deep Retrofit of the Scarlettwood Complex under the CCDC-30-2018 Integrated Project Delivery (IPD) Contract. The selected Prime Contractor and Prime Consultant, together with TCHC, TAF, and Enska, will form the initial IPD Core Team and work collaboratively to manage and deliver the project using IPD and Lean principles. This project is a Deep Retrofit of the Scarlettwood Complex located at 2-83 Scarlettwood Court (excluding 27 & 49), and 60-78 Waterton Road, Toronto, ON (the "Project"). Project entails major upgrades to 13, 2-storey townhouse blocks comprising 73 rental units. Inclusion of the 3-storey walk-up buildings at 27 and 49 Scarlettwood Court will be evaluated during the Validation Phase, by the IPD team: however, the inclusion of this additional scope is strictly subject to funding confirmation by TCHC and, if approved, would be added to the Project by Contract Amendment. If approved, this would increase the total project scope to 101 units. Upgrades to the building envelope -- including high-performance prefabricated assemblies, full replacement of windows and patio doors, overcladding of existing facades, re-roofing, and foundation wall waterproofing. Mechanical and electrical improvements will include the installation of air-source heat pumps, VRF systems, and MAUs with heat recovery; lighting upgrades to LED; implementation of a Niagara 4-compatible Building Automation System (BAS); improved ventilation with continuous exhaust and dehumidification; smart electrical metering and emergency power provisions; and integration of durable, low-maintenance systems with potential fuel switching to support the City of Toronto's TransformTO Net Zero strategy. TIMELINE: Request for Proposals (RFP) for Integrated Project Delivery (IPD) Deep Retrofit of the Scarlettwood Complex has been issued by the owner. Further update upon award of the RFP.
