The proposal is for the design, renovation, and construction of the Nottoway County Courthouse, located at 328 W. Court House Rd, Nottoway Court House, Virginia 23955, in response to the determination by the Commonwealth of Virginias Eleventh Judicial Circuit that the conditions within the existing facilities require review and correction. The County of Nottaway has received and accepted for publication and conceptual phase consideration an unsolicited proposal from English Construction Company, Inc. under the provisions of the Public-Private Education Facilities and Infrastructure Act of 2002 ("PPEA") and the County of Nottaway's Guidelines for the Implementation of the Public-Private Education Facilities and Infrastructure Act of 2002 ("Guidelines"). The PPEA unsolicited proposal is for the design, renovation, and construction of the County Courthouse to serve the residents of the County of Nottaway. The County of Nottaway intends to evaluate the unsolicited proposal and may negotiate an interim or comprehensive agreement with the proposer based on the proposal. Copies of the unsolicited proposal shall be available upon request, subject to the provisions of the Virginia Freedom of Information Act, the Code of Virginia, the PPEA, and the County of Nottaway's Policy and Guidelines. The County of Nottoway will receive for simultaneous consideration any competing proposals that comply with the PPEA and the Guidelines adopted by the County of Nottoway. The unsolicited proposal and adopted PPEA Guidelines are available on the Nottoway County website at online. Proposals will be evaluated on the proposer's qualifications and experience, project characteristics, project financing, public support, and project capability as detailed in the Guidelines.
