This feasibility study aims to evaluate the viability of constructing a bridge crossing over Lake Powell to connect Bullfrog Marina and Halls Crossing in Utah. The project area is currently served by a seasonal ferry operated by the Utah Department of Transportation, which is subject to interruption due to water levels, weather, and operational limitations. A permanent bridge could enhance year-round connectivity, safety, and economic development in this remote region. The study will address engineering, environmental, financial, and regulatory considerations to support informed decision making regarding potential bridge construction or ferry ramp relocation or extension. The study will begin with a review of existing conditions and background data, including previously completed studies, transportation reports, regional land use plans, and agency records. A kickoff meeting will be conducted to clarify project goals, identify available data, and outline coordination needs with stakeholders such as the National Park Service, UDOT, and local county governments. Field reconnaissance and limited site investigations will follow, providing a preliminary understanding of topographic, geotechnical, hydrological, and environmental conditions at and around the crossing area. This information will support the development of a limited number of practical conceptual bridge alternatives, including different alignment options and structural configurations. Each alternative will consider elevation changes, span lengths, construction methods, and potential impacts on marina operations, ferry service, and recreational use of the lake. Environmental and regulatory analysis will be a key component of the study. The feasibility team will identify all applicable permitting requirements, such as those under the National Environmental Policy Act (NEPA), the Clean Water Act (Section 404), and Endangered Species Act. The study will also examine potential effects on protected areas, wildlife habitat, and cultural or tribal resources in the vicinity of the proposed crossing. Consultants may contact the Department Contract Administrator to schedule one-on-one appointments for project or scope of work discussions with the Department Project Manager (PM) regarding this Solicitation. Consultants may only communicate through these official designated appointments for project-related questions. A date has been designated for appointments for these discussions in the Selection Schedule outlined in Part Three (Project Information and Evaluation Criteria). Consultants desiring to meet with the Department PM or any Department employee must contact the Department Contract Administrator via email to request an appointment prior to the deadline identified in the Selection Schedule outlined in Part Three (Project Information and Proposal Evaluation Criteria). The Department desires to make the most efficient use of resources for all parties involved with the established communication process. The one-on-one meeting with the Department should not be viewed as a marketing tool and is not part of the Consultant Selection process. Consultants may contact the Department Contract Administrator or other Consultant Services staff with any format or process questions. The method of Contractor Selection has not been Determined at this time.
