1. All work shall be performed as detailed in the attached NRCS National Construction Specifications and Drawings in Appendices A-B. 2. All methods of measurement and payment for each bid item shall be as designated in the NRCS Construction Specifications attached in Appendix A. 3. Unit rates offered in the Price Proposal Fee Schedule by contractor shall be all inclusive and in accordance with the NRCS Construction Specifications attached in Appendix A and shall not be increased or changed for any reason other than changes requested or approved by the Letcher County Fiscal Court. 4. Letcher County Fiscal Court reserves the right to request additional information for any and all unit prices offered in the Price Proposal Fee Schedule, including but not limited to a comprehensive breakdown of unit rate prices. 5. Following confirmation of appropriate environmental and historical requirements, alternate debris disposal sites may be added. For the purposes of bidding, use the following disposal sites provided in Appendix B: 6. Contractor shall be required to take pictures of asphalt roadways utilized in this project before and after work occurs and provide the photos to the County. 7. Rubber-tired equipment or street mats/mats are required. 8. Contractor is responsible for any damages to the roadway caused by the Contractor's equipment and shall repair the damages in a timely manner at no expense to the County A pre-proposal meeting with NRCS and the county may be scheduled if requested. A Bid Bond in the amount of 5% of the total bid or $20,000.00 whichever is greater is required (mandatory) upon submission of proposal. A company check is acceptable (cashier's check is not required). A performance bond, in the form of a cashier's check, on the part of the contractor for 100 percent of the contract price will be required prior to work starting. Proposers must provide insurance policies showing proof of liability coverage, auto coverage and workers compensation. Policies must be attached to Proposal upon submission. Successful proposers, assigns, subcontractors must be compliant with all applicable Federal, State and Local laws. Letcher County Fiscal Court reserves the right to accept or reject any and all proposals, in addition, the Court reserves the right to accept multiple proposals per DSR and award work per location or per line item.
