BATA is seeking to hire a consultant to provide construction management services for the Open Road Tolling project. BATA will remove the existing toll collection booths and toll canopies and convert the existing All Electronic Toll (AET) system to an ORT system at the seven state-owned Bridge toll plazas. BATA will have a separate Toll System Integrator Contractor, for which significant coordination with the Construction Manager/General Contractor (CMGC) civil construction team, Caltrans and other stakeholders will be required during all phases. CONSULTANT will generally be required to assist with the coordination of Toll System Integrator work with the other construction contracts and assist with providing construction management, administration and inspection services and assist with administering the TSI contract on behalf of BATA. Staff recommends that the Committee authorize the Executive Director or designee to negotiate and enter into a contract with Zoon Engineering, Inc. in an amount not to exceed $4,000,000 to provide construction management services for the Open Road Tolling project through June 30, 2027, with an option to extend up to two (2) additional years, subject to the approval of future BATA budgets
