The City of Portland intends to award contracts to 3 Diamond Construction, LLC., Pacific Federal Construction, LLC., ABC Roofing, a Tecta America Company, LLC., and Carlson Roofing Company, LLC., as the lowest responsive bidders and award them contracts for this project for an annual amount of $1,000,000 each. *Bid date Extended from 08/19/2025 at 2:00 PM PT to 08/26/2025 at 2:00 PM Act, 40 USC 3141 to 3148 relative to prevailing wage rates. On projects where bidders are required to be prequalified, the bidder must be prequalified by Procurement Services in the stated category for an amount equal to the amount shown in the project description in this advertisement A prequalification application must be filed with Procurement Services at least ten (10) calendar days prior to the last day for receipt of bids, unless stated otherwise in the bid documents. Additional forms disclosing first tier subcontractors are due by 4:00 PM. Price Agreements for Roofing Repair & Replacement NO PREQUALIFICATION REQUIRED. 20% of the Aspirational Goal by utilizing D/M/WBE firms. Work to be performed under this contract will include, but is not limited to, the following replacement or repairs: i. Cracks; ii. Blisters; iii. Drains; iv. Vents; v. Scuppers; vi. Gutters; vii. Jacks; viii. Roof hatches; ix. Dormers; x. Sleepers; xi. Flashing; xii. Coping; xiii. Downspouts; xiv. Expansion joints; xv. Fascia; xvi. Gravel stops; xvii. Parapet walls; and xviii. Pitch pans/pockets. Roof replacement work may include, but is not limited to: i. Underlayment installation, ii. Ice and water shield installation, iii. Sheet metal flashing and trim installation, iv. Roof insulation, v. Deck replacement and repairs, vi. Rough carpentry, vii. Vapor barriers, viii. Soffit and fascia assemblies, ix. Temporary mechanical disconnects, x. Temporary electrical disconnects. Other Services may include: (a) Roof inspections; (b) Leak tests and repairs; (c) Waterproofing; (d) Minor restoration; (e) Core samples/testing; (f) Moisture surveys; and (g) installation of roof safety equipment such as tie-offs, ladders, railings.
