EDGE Participation Goal: 5.0% of contract Alternate 1 - extended water line $25,000.00 This project is located in Morgan County at Jesse Owens Miners Memorial Park, 4470 E. State Route 78, McConnelsville, Ohio 43756. The project involves the construction of a new heated accessible restroom building, new on-site waste treatment, upgraded site utilities and renovation of several outdoor pavilions and facilities. The work includes demolition of an existing vault latrine building and pavilion to allow construction of a new larger building in the same location. All work is to be completed under General Contractor Contract. Completion date for all work under this project is August 28, 2026. The foregoing is for the purpose of acquainting prospective bidders with the amount of work involved in this project and is to be used as a guide in requesting documents for this project. The Jesse Owens State Park, Miners Memorial Park (ODNR Project No. DNR-250009) is located in McConnelsville, in Morgan County, Ohio. ODNR is proposing to revitalize Jesse Owens Miners Memorial Park. The current restroom needs replacement due to its age and condition. There will also be reprogramming and renovations of the existing park area into a welcome center layout incorporating the miner theme concept. The following project description outlines the cultural resources survey methods for the Jesse Owens State Park, Miners Memorial Park Renovations. L&A will conduct an archaeological survey of the project area. The areas of ground disturbance will be subjected to archaeological survey and/or disturbance assessment. It is anticipated that subsurface testing and visual inspection will be the primary methods of investigation as a large portion of any study area has likely been previously disturbed due to construction of the ponds. Subsurface excavations will be conducted in any areas subjected to ground disturbance that have not been previously disturbed. The Phase I survey will meet the guidelines established in Archaeology Guidelines (OHPO 2022) and generally follow the recommended format and design. All cultural materials recovered will be transported to L&A's office in Columbus, Ohio for processing. Standard analytical techniques appropriate for Ohio prehistoric and historic archaeological studies will be employed. Analysis of artifacts and data will be conducted under the direct supervision of a qualified professional of the appropriate discipline, a prehistoric archaeologist for prehistoric artifacts and a historic archaeologist for historical artifacts. All recovered cultural material will be processed, labeled, and prepared for curation according to SHPO standards and guidelines.
