The Town of Carlisle is soliciting proposals for engineering services for the Cox Creek and Westwood Drive Sewer Upgrade Project. The project is funded in part by by SC DOC - CDBG and Appalachian Regional Commission grants. It includes the upgrade of approximately 6,300 LF of 8" sewer lines and 36 manholes. The Town is an Equal Opportunity Employer and encourages proposals from small, minority, disadvantaged, women-owned, and Section 3 businesses. This study included the identification of deficiencies in the Town of Carlisle's sewer system and was used to determine which sewer upgrades would be included in the current project. The Carlisle sewer system portion of this study is included as Attachment #3. CDBG and ARC funds are anticipated to cover approximately 97 percent of the total project cost of $2,055,000. It is anticipated that the Cox Creek sewer trunkline portion of the project will be broken into at least two separate divisions to ensure the Town has ample funding to complete as many upgrades as possible. The main section of the Cox Creek sewer replacement will replace approximately 3,600 LF of 8" PVC lines, 40 LF of 8" akirkpatrick@catawbacog.org gravity sewer, and 16 manholes. The additional section of replacement work on Cox Creek will include approximately 2,650 LF of 8" PVC and 8" DIP sewer lines, and 11 manhole replacement. The Westwood Drive portion of the project includes the replacement of 2,700 LF of 8" PVC lines, 40 LF of 8" DIP sewer lines, and 9 manholes. All sections will include other necessary aspects of construction, such as mobilization, erosion control, site clearing, and rock excavation. These parameters are approximate and will be finalized during the project design phase. The location of the proposed improvements is shown on the project location maps, which are included as Attachment #1. The project area centers on the Westwood Drive area in the western part of town, the Cox Creek area in the northeastern part of town, and the railroad in the southeastern part of Town and includes portions of Westwood Drive, Forest Drive, English Avenue, and existing utility easements All questions and requests concerning this solicitation shall be in writing and directed to Angela Kirkpatrick at the address below by Tuesday, September 9, 2025, at 12:00 p.m. The Town of Carlisle will not accept telephone calls or visits regarding this RFP.
