all qualified parties (each an "offeror") for a Public-Private Agreement (as defined in IC 5-23-2) related to the designing, constructing, operating, transferring, and developing of certain upgrades to the Landmark Park including the a new event space, sidewalks and pedestrian ways, and restroom facilities (the "Project"). This notice includes a summary of the Project and request for proposals and qualifications ("RFPQ"). The Town will consider various factors in evaluating the offers, including, without limitation: (i) offeror's experience with developing similar projects; (ii) offeror's demonstrated ability and capability to perform the work, including offeror's reputation as indicated by the BOT references for performing this type of work; (iii) offeror's approach to develop the Project; (iv) offeror's proposed financing solution; (v) offeror's proposed fees during the scoping period; (vi) how offeror will self-perform a minimum of 50% of the work included in this Project with their own workforce; and (vii) other factors deemed appropriate by the Town in the context of the services and products to be provided by the offeror. The Town reserves the right to modify or cancel the Project(s) at any time before an offeror enters into a formal agreement with the Town, including at any point during the scoping period. The Town reserves the right to reject any and all PSOQs at its sole discretion. The Town may enter into discussions with any individual offeror to clarify and assure a full understanding and responsiveness to the RFPQ.
