The Project consists of the installation of New Storm and Sanitary Sewers in portions of Wyoming Ave., Mercer St., Pacific St., Baltimore Ave., 2nd St., Third St. 4th St. and Atlantic Ave. totaling approximately 1,422 LF of Sanitary Sewer and 5,265 LF of Storm Sewer " and related work including restoration of pavement, curbs and sidewalks in West Pittston Borough, Luzerne County, PA. Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder will be required to provide a Performance Bond and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price. The following wage rate requirements are applicable to this contract: PA Prevailing Wage Rates Bidder must ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, handicap, national origin, age or sex. The Labor Standards, Wage Determination and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area. West Pittston Borough reserves the right to reject any or all proposals, or any parts of bids. In addition, the Borough reserves the right to decrease/increase the scope of work based on available funding. Bids may be held by WPB for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. During this period, no bid may be withdrawn. Award of Contract, if a contract is awarded, will be the lowest responsible bidder, but WPB reserves the unqualified right to reject any or all bids and to waive any informalities. WPB also reserves the right to delete any "item" or portion of an "item" contained in the Contract at its discretion once bids are received.
