Public Works and Government Services Canada (PWGSC/PSPC), on behalf of Transport Canada (TC) is seeking to retain a Contractor to provide construction services associated with the decommissioning and replacement of gasoline and diesel fuel storage tank systems at the Churchill Airport Maintenance Garage in Churchill, Manitoba. Specifically, to permanently withdraw from service, remove, and dispose of one split/dual compartment gasoline and diesel aboveground storage tank (AST) and associated piping and ancillary equipment, and supply and install one dual compartment split tank and all associated piping and ancillary equipment for the storage and dispensing of gasoline and diesel. The storage tank systems for decommissioning consist of one steel aboveground split tank with a 16,025 L diesel capacity and 7,918 L gasoline capacity, and aboveground piping to adjacent fill and dispensing equipment. The diesel and gasoline storage tank systems are registered with Environment and Climate Change Canada under Identification Numbers EC-00003202 and EC-00003203, respectively. The new storage tank systems for installation shall include one dual compartment split tank with a total combined capacity of 25,000 L (17,000 L diesel capacity and 8,000 L gasoline capacity) and all required foundations, spill containment, impact protection, piping, valves, pumps, sumps, fleet management systems, and other ancillary equipment for the storage and dispensing of both gasoline and diesel. The successful bidder will be responsible for completing and submitting permit applications, management of site safety, site preparation activities, decommissioning (including permanent withdrawal from service, removal, destruction, and disposal) of the existing gasoline and diesel AST systems, supply, installation and commissioning of the new gasoline and diesel AST systems, site restoration, and submission of commissioning and project close-out documentation.
