The City of Pflugerville, Texas is soliciting request for proposals for furnishing all labor, materials, tools and equipment and performing all work required for the City of Pflugerville - ADA Projects Implementation: Signalized Intersections project which consists of constructing pedestrian infrastructure to include accessible pedestrian signals, update pedestrian ramps and poles, install new conduit and wiring, replace traffic signal and pedestrian indications, battery backup UPS, pavement marking, at about 15 intersections. All questions, clarifications, or requests for general information should be in writing through Online. The deadline to ask questions is 8/05/2025 5:00 PM CST It is anticipated for construction to start on 11/03/2025 and ends on 10/05/2026. The City of Pflugerville reserves the rights to reject any and all bids and to waive any informalities in bids received; to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted; to award any parts or combination of parts of the project it deems necessary; and any other rights established under the laws of the State of Texas. Power and communication to Vision sensors is conducted via the Vision Comm Manager. The Vision Comm Manager supports SDLC and wired I/O interface for convenient integration to TS1, 170/2070/33x and TS2 cabinets. The robust and proven broadband-over-power cable technology has a remarkable throughput of 70-90 Mb/sec. This is more than sufficient bandwidth to simultaneously transmit traffic data and multiple streams of HD video. All recipients of federal financial assistance are required to comply with various nondiscrimination laws, including Title VI of the Civil Rights Act of 1964, as amended (Title VI). Title VI forbids discrimination against anyone in the United States on the grounds of race, color, or national origin by any agency receiving federal funds. The Owner, as a recipient of federal financial assistance, and under Title VI and related statutes, ensures that no person will on the grounds of race, religion (where the primary objective of the financial assistance is to provide employment in accordance with 42 USC 2000d-3), color, national origin, sex, age, or disability be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any of Owner's programs or activities. All recipients of federal financial assistance are required to comply with the U.S. Department of Transportation's Cargo Preference Act requirements, 46 CFR 381, "Use of United States-Flag Vessels." This requirement applies to material or equipment that is acquired specifically for a federal-aid highway project. It is not applicable to goods or materials that come into inventories independent of an FHWA-funded Contract. When oceanic shipments are necessary for materials or equipment acquired for a specific federal-aid construction project, the Contractor agrees to: o use privately owned United States-flag commercial vessels to ship at least 50% of the gross tonnage (computed separately for dry bulk carriers, dry cargo liners, and tankers) involved, whenever shipping any equipment, material, or commodities pursuant to this Contract, to the extent such vessels are available at fair and reasonable rates for United States-flag commercial vessels; o furnish a legible copy of a rated, onboard commercial ocean bill of lading in English for each shipment of cargo described in Paragraph (b)(1) of 46 CFR 381, Section 7, "Federal Grant, Guaranty, Loan and Advance of Funds Agreements," within 20 days following the date of loading for shipments originating within the United States or within 30 working days following the date of loading for shipments originating outside the United States, to both the Engineer (through the prime Contractor in the case of subcontractor bills of lading) and to the Division of National Cargo, Office of Market Development, Maritime Administration, Washington, DC 20590; and o insert the substance of the provisions of this clause in all subcontracts issued pursuant to this Contract. Construct a base or subbase of asphalt-treated material composed of a compacted mixture of aggregate and asphalt binder mixed hot in a mixing plant. Use this material for base repair work, bond breaker, detours, maintenance, and roadway and shoulder widening. Prepare and treat existing or newly constructed surface with an asphalt binder or other specialty prime coat binder material. Apply blotter material as required. Construct a surface treatment consisting of one or more applications of a single layer of asphalt material covered with a single layer of aggregate. Construct a base course, a surface course, a level-up course, or any combination of these courses of the types and grades shown on the plans using a cold-mixed material consisting of native limestone rock asphalt (LRA) aggregate, fluxing material, water, and when specified, additives and virgin aggregates. Construct a cold-laid pavement layer composed of a compacted mixture of aggregate and asphalt material mixed hot in a mixing plant. This Item governs mixtures designed for cold placement, defined as placement temperatures below 175F. If the mixture placement temperature is greater than 175F, then design, produce, place, and compact the mixture in accordance with the applicable hot-mix asphalt specification. Construct a hot-mix asphalt (HMA) pavement layer composed of a compacted, dense-graded mixture of aggregate, asphalt binder, and additives mixed hot in a mixing plant. Payment adjustments will apply to HMA placed under this Specification unless the HMA is deemed exempt in accordance with Section 341.4.9.4., "Exempt Production." Construct a hot-mix asphalt (HMA) pavement layer composed of a compacted, Superpave (SP) mixture of aggregate, asphalt binder, and additives mixed hot in a mixing plant. Payment adjustments will apply to HMA in accordance with this Specification unless the HMA is deemed exempt in accordance with Section 344.4.9.4., "Exempt Production." Install, maintain, and remove erosion, sedimentation, and environmental control measures to prevent or reduce the discharge of pollutants in accordance with the Storm Water Pollution Prevention Plan (SWP3) on the plans and the Texas Pollutant Discharge Elimination System (TPDES) General Permit TXR150000. Control measures are defined as Best Management Practices used to prevent or reduce the discharge of pollutants. Control measures include, but are not limited to, rock filter dams, temporary pipe slope drains, temporary paved flumes, construction exits, earthwork for erosion control, pipe, construction perimeter fence, sandbags, temporary sediment control fence, biodegradable erosion control logs, vertical tracking, temporary or permanent seeding, and other measures. Erosion and sediment control devices must be selected from the Erosion Control Approved Products or Sediment Control Approved Products lists. Perform work in a manner to prevent degradation of receiving waters, facilitate project construction, and comply with applicable federal, state, and local regulations. Ensure the installation and maintenance of control measures is performed in accordance with the manufacturer's or designer's specifications. Provide the Contractor Certification of Compliance before performing SWP3 or soil disturbing activities. By signing the Contractor Certification of Compliance, the Contractor certifies they have read and understand the requirements applicable to this project pertaining to the SWP3, the plans, and the TPDES General Permit TXR150000. The Contractor is responsible for any penalties associated with non-performance of installation or maintenance activities required for compliance. Ensure the most current version of the certificate is executed for this project. A. This specification covers the requirements for constructing ADA Projects Implementation: Signalized Intersections as shown on the construction Plans and specified herein. B. TheWork islocated within theCity ofPflugerville asshown on theLocationMap included inthePlans. C. The Work includes, but is not necessarily limited to, the following: Constructing pedestrian infrastructure to include accessible pedestrian signals, update pedestrian ramps and poles, install new conduit and wiring, replace traffic signal and pedestrian indications, battery backup UPS, pavement marking, at about 15 intersections. A. Thisspecification coversthe requirementsforthe prevention of environmental pollution in conformance with applicable laws and regulations, during and as the result of construction operations under this Contract. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect otherspecies of importance to man; or degrade the utility of the environment for aesthetic and/or recreational purposes. B. The control of environmental pollution requires consideration of air, water and land, and involves management of noise and solid waste, as well as other pollutants. C. Schedule and conduct all work in a manner that will minimize the erosion ofsoilsin the area of the work. Provide erosion controlmeasuressuch as diversion channels,sedimentation orfiltration systems, berms, seeding, mulching or otherspecialsurface treatments as are required to preventsilting and muddying of streams,rivers,impoundments,lakes, etc. All erosion controlmeasuresshallbe inplace inanarea priorto any construction activity in that area. Specific requirements are specified in Section G6- SEDIMENTATION AND TEMPORARY EROSIONCONTROL. D. TheseSpecificationsareintendedtoensurethatconstructionisachievedwithaminimumofdisturbanceto the existing ecological balance between a water resource and its surroundings. These are general guidelines. It isthe Contractor'sresponsibility to determine the specific construction techniquesto meet these guidelines. E. All phases of sedimentation and erosion control shall comply with and be subject to the approval of the Texas Commission on Environmental Quality, and U.S. EPA. A. This specification covers the requirements for submissions applicable to the following work-related submittals: Shop Drawings, Product Data, Samples, Mock Ups, Construction Photographs, and Construction or Submittal Schedules. Detailed submittalrequirements will be specified in the technical specification sections. B. Allsubmittalsshall be clearly identified by reference to Specification Section, Paragraph, Drawing No. or Detail as applicable. Submittals shall be clear and legible and of sufficient size for sufficient presentation of data. A. This specification covers the requirements to plan, design, construct, install, maintain, monitor, modify as necessary, and remove upon completion, a Trench Safety System as specified herein. B. The requirements of this Section apply to all trenches which equal or exceed a depth of five (5) feet, measured from the ground surface at the highest side of the trench to the trench bottom. C. All applicable and non-conflicting portions of Section G4- TRENCHING, BACKFILLING AND COMPACTION apply as appropriate. A. Thisspecification coversthe administrative and proceduralrequirementsfor Project closeout,including but not limited to: 1. Closeout procedures. 2. Final cleaning. 3. Adjusting. 4. Project record documents. 5. Spare parts and maintenance materials A. This specification covers the requirements for the construction of all types of structures involving the use of structural concrete, except where the requirements are waived or revised by other governing specifications. B. All concrete structures shall be constructed in accordance with the design requirements and details shown on the Plans; in conformity with the pertinent provisions of the items contracted for; the incidental items referred to; and in conformity with the requirements herein. A. This specification covers the requirements for the furnishing and placing of riprap concrete of the type indicated on the Plans. 1. Bar reinforcementshall conform to the requirements of Section C7- REINFORCING STEEL. Wire reinforcementshall consist of welded fabric meeting the requirements of the SectionC7- REINFORCING STEEL. B. Pre-molded expansion joint material shall conform to the requirements of Section C1- CONCRETE STRUCTURES. This specification covers the requirements for curing concrete pavement, concrete pavement (base), curbs, curb and gutters, retards, sidewalks, driveways, medians, islands, concrete riprap, cement stabilized riprap, concrete structures and other concrete as indicated on the plans by impervious membrane method. This specification covers the requirements for the placing of reinforced concrete pipe and for the material and incidental construction requirements for reinforced concrete pipe sewers. The culvert pipe shall be installed in accordance with the requirements of these specifications to the lines and grades shown on the Plans, and shall be of the classes, sizes and dimensions shown thereon. The installation of pipe shall include all joints or connections to new or existing pipe, headwalls, etc., as may be required to complete the work. The locations of private driveway and side road pipe may be varied as deemed necessary by the Engineer or the City. This specification covers the requirements to provide all buried valves, valves in manholes and underground vaults, hydrants and appurtenances complete with actuators and all accessories as shown on the Plans and as specified herein.
