Renovation and addition to a municipal facility in Ashern, Manitoba. Completed plans call for the renovation of a municipal facility; and for the addition of a 800-square-foot, one-story above grade municipal facility.
The work to be carried out under this contract is the full construction of the Ashern Council Chambers as an addition/extension to the existing Municipal Office as per the proposed draft design drawings and additions. The General Contractor will be responsible for designing, planning and building the project including supplying all materials. The General Contractor will provide the RM of West Interlake, three sets of Engineer stamped plans for the purpose of variance applications and inspection. All work to be done accurately as laid out in final engineered stamped plans, and to deliver project within the proposed project schedule and in accordance with the conditions in the contract. The renovation phase of work to be carried out under this contract is renovations within the existing Ashern Municipal Office Council Chambers. The General Contractor will be responsible for Code Compliance, planning and building the project including supplying all materials, permits, inspections, etc. The construction of two new fully finished ready-to-move-in offices, Kitchenette and renovated bathroom. The wall where the kitchenette is to be constructed will require the removal and installation of a window to accommodate typical counter height plus backsplash. The relocation of an exterior/interior Heat Pump heating and cooling unit. All mechanical, plumbing and electrical including lighting, baseboard heaters, wall thermostats, hardline phone jacks and hardline LAN ports to be included. Upgrade all baseboard heating within Council Chambers renovation area. All work to be done accurately as laid out in proposed plans, and to deliver project within the proposed project schedule and in accordance with the conditions in the contract. 1. Completion of the project is to be carried out to accurately represent the engineered plans, drawings, and specifications. If details of the project are constructed incorrectly, it will be up to the prime contractor to correct any errors. 2. According to the West Interlake Planning District (204-646-2615), A Variance will be required for the separation distance between the proposed main building and the existing garage from minimum 10' to 4'. A Variance will also be required as the RM will not be providing 1 loading space and 4 off-street parking spaces. These variances will be initiated by the RM through the WIPD upon receipt of engineered stamped plans. 3. Enquiries can be made by contacting the Chief Administrative Officer. 4. The bidder and all parties involved shall: Undertake to be in good standing under the Corporations Act, properly registered, licensed, and permitted by law to carry on business in Manitoba; and be financially capable of carrying out the terms of the Contract; and have all the necessary experience, capital, organization, and equipment to perform the Work in strict accordance with the terms and provisions of the contract; and be in compliance with all Workplace Safety and Health Act requirements at all times during construction. 5. The Municipality will open bids, after the Submission deadline has passed in the Ashern office of the R.M. of West Interlake at their regularly scheduled council meeting. Following bid submission deadline and the awarding of the contract, the names of the Bidders and their Total Bid Price will be publicly available upon request. 6. The municipality reserves the right to accept any bid or bids, if determined to be in the best interest of the municipality. The municipality may reject any offer within reason and will not be required to accept any of the submissions. 7. Before project completion is accepted by the Municipality, final inspections of the site and project is required. 8. Payment for project will be made with respect to the conditions laid out in the CCDC 2-2008 contract. Payments may be requested monthly, where the project administrator will review the application for payment and issue a certificate for payment to the Prime Contractor. Project holdback will remain at 10%. 9. As per detailed design drawings, there are some finishes that may not be specified, or finishes that are listed but the RM elects to change. New Council Chambers - Flooring - Commercial Vinyl Plank Flooring. New Council Chambers Install typical 36-in x 80-in 6-Panel Textured and Primed Pre-Hung Interior Door, door stop on hinge, and stainless-steel interior locking lever handle. New Council Chambers - Install two new windows, one in west and one in east walls. Triple Pane Double Casement - Hinged to open outward. 48" wide by 36" height. New Council Chambers Wall height to match existing office wall height of 9'. Wall finish -interior to be drywall, primed and painted light Grey. New Council Chambers - Cathedral ceiling with recessed lighting. New Council Chambers - Council Chambers furniture wiring - Will require one hardline phone line and ten LAN lines and ten dual receptacle lines to accommodate the proposed Council Chamber furniture. Location of furniture wiring is through the floor up into furniture for connection by others. New Council Chambers - Install new Base board heating to accommodate Council Chambers area with wall thermostat control. New Council Chambers - Electrical Install to code requirements. New Council Chambers - Floor base molding to be 4" Dark Grey plastic. New Council Chambers - Building Roof-Roof pitch design, estimated at 6:12, should be a typical pitch and accommodate existing building's roof connection to new roof. Cathedral design roof trusses. Shingles should be same or like existing Municipal Office building. Existing building roof peak is measured at 15'11" from ground, floor is approximately 2' above ground and walls are 9". New Council Chambers - Exterior Siding-Westman Steel, color TBD. Renovations - All existing light fixtures to be re-used and relocated, if necessary, within office and kitchen areas controlled by new switch for each office. The current lighting within existing Council Chambers is controlled with one switch. Renovations - Remove four doors and frames as identified on sketch. Storage door opening - Fill in rough opening with new studs and drywall. Remove sidewalls at each door opening within hallway to top of rough opening to widen hallway. Install new drywall and paint to match existing hallway. Remove existing 28" bathroom door and frame and wall to accommodate new 36" door and frame. Renovations Remove switch controlling bathroom light and fan from hallway wall and relocate to inside wall of bathroom. Renovations Bathroom remove Wainscoting, sink and cabinet, baseboards, flooring, mirror. Install new drywall to maximize floor area. Renovations Bathroom appliances Standard White Finish. Renovations Bathroom Universal Access sink to be wall mounted with one handle bathroom faucet. Sink to be preferable maximum depth of 16" to better accommodate Universal Access. Renovations Bathroom Install new mirror. Renovations - Bathroom Install wall mounted push soap dispenser. Renovations Bathroom Re-use and relocate existing towel rack and paper towel dispenser. Renovations Bathroom Install new ADA Compliant safety rails and grab bars, stainless steel with textured non-slip areas. Renovations - Bathroom-New Vinyl Sheet Flooring (or any suitable flooring for bathroom areas). Renovations - Bathroom Install typical 36-in x 80-in 6-Panel Textured and Primed Pre-Hung Interior Door, door stop on hinge, and stainless-steel interior locking lever handle. Renovations - Offices Remove window on south wall and fill in rough opening with new wall, insulation, VB, drywall, paint, etc. Renovations Offices Install two new windows in west wall. Triple Pane Double Casement Hinged to open outward. 48" wide by 36" height. Installed high enough to accommodate filing cabinets, tables or office desk. Renovations - Offices Install new office walls and doors as suggested on draft design sketch. Renovations - Offices-New office walls to be insulated to provide a low level semi-sound proofed office environment. Renovations - Offices - Remove and relocate existing light fixtures if required. Renovations - Offices - Will require a hardline phone outlet and double LAN outlet, and three dual receptacle wall outlets to accommodate desk locations. Renovations Offices Install typical 34-in x 80-in 6-Panel Textured and Primed Pre-Hung Interior Door, door stop on hinge, and stainless-steel interior locking lever handle. Renovations Offices Install new Base board heating to accommodate office area with wall thermostat control. Renovations - Offices - Relocate existing Motion sensors. Renovations Offices All desks, chairs and filing cabinets furnishings to be supplied and installed by others. Renovations - Flooring in offices and kitchen area - Existing Commercial Vinyl Plank Flooring-Fill holes to match existing or as close as, where required. Renovations - Kitchenette area - Remove window on east wall and install new window with same width and different height to accommodate new kitchen countertop height plus backsplash. Triple Pane Double Casement - Hinged to open outward. Renovations - Kitchenette area Cupboards and cabinets Painted Finish. Laminate countertop with backsplash. Renovations Kitchenette area Install kitchen cabinets and countertop. Install double stainless-steel sink, one handle kitchen faucet with extension spray head. Require space and power and/or electrical outlets for single Fridge/Freezer, dishwasher, and Microwave. Install 30" Microwave cabinet with bottom drawer. Fridge, Dishwasher and Microwave to be supplied and installed by others. Renovations - Kitchenette area Install new Base board heating with wall thermostat control. Renovations General Repair any walls with holes, scrapes, gouges, etc. prior to priming and painting. Renovations - Electrical Install to code requirements. o Renovations - Plumbing Install to code requirements. Renovations Prime and paint new offices, kitchen and bathroom. All finish paint to match existing Flat Grey. Renovations - Floor base molding to be 4" Black/Dark Grey plastic. (Match Existing) Renovations - Relocate interior/exterior Heat Pump heating and cooling unit to the exterior of the New Council Chambers addition on the East wall of new building. Renovations Repairs to exterior walls will not be required, provide weatherproofing or waterproof patching to repair areas, for future re-siding project.
