The City of Estacada is requesting quotes from experienced and qualified consulting firms to develop a comprehensive Pedestrian and School Zone Safety Action Plan. This plan is a critical component of the City's effort to improve transportation safety, address infrastructure gaps, and support the mobility needs of vulnerable populations including students, seniors, and individuals with disabilities. The selected consultant will be responsible for conducting site assessments, facilitating community engagement, analyzing safety data, and preparing a final Safety Action Plan that is grant-ready for submission to programs such as ODOT's Safe Routes to School (SR2S). Project Objectives The City's objectives for the Safety Action Plan include: Identify and assess pedestrian and school zone safety risks within Estacada's city limits Recommend data-driven, community-supported safety improvements to address those risks Increase the City's capacity to plan for and implement future transportation safety projects Position Estacada to apply for state and federal infrastructure grants, including ODOT SR2S Project Deliverables The selected consultant will be responsible for delivering the following: Site Assessment Reports o Conduct field evaluations of school zones and key pedestrian areas o Include maps, photos, and written descriptions of conditions, challenges, and opportunities Record of Community Engagement Activities o Facilitate stakeholder and public involvement through meetings, workshops, and surveys o Summarize community feedback, key themes, and how it informed recommendations Draft and Final Pedestrian and School Zone Safety Action Plan o Develop a plan outlining safety issues, proposed improvements, prioritization, and implementation strategies o Address equity and access, particularly for students, seniors, and individuals with disabilities ODOT SR2S Grant-Ready Project Narrative Prepare a scope of work and narrative suitable for inclusion in a Safe Routes to School Infrastructure Grant application. The project must be completed no later than July 2026, with a preference for sooner. The method of Contractor Selection has not been Determined at this time.
