Scope Master Facilities Development Plan 1. A vicinity map limit of work (Attachment A) has been prepared for the park site. a. The Consultant shall be responsible for developing a design for a master development plan which will be the basis for the environmental review. This plan will ultimately be considered for adoption by the Parks and Recreation Commission and City Council as the NP1 Master Development Plan. The Folsom Plan Area is currently under development, with plans to include approximately 11,000 homes. NP1 will be the second park designed and built in the Folsom Plan Area, and the first park east of Savannah Parkway. The Parks and Recreation Master Plan 2015 Update, proposes the following programmed elements for the 12-acre site.
