This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The contractor shall furnish all labor, equipment, materials, and incidentals required to restripe road lines and curbs. All work will involve repainting existing markings. Design and materials must be approved by the on-site Government Technical Representative. The estimated quantities include: o 1,162 parking stall lines (typically 4 inches wide and 20 feet long) o 20 crosswalks o 22 street arrows o 41 stop bar markings (typically 24 inches wide and varying in length) o 78 handicap stall lines o 33 ADA stencil markings o 343 parking blocks (10-foot area) Estimated paint requirements: o 1,415 sq. ft. of blue paint o 851 sq. ft. of white thermoplastic paint o 10,865 sq. ft. of white paint o 1,577 sq. ft. of yellow paint o 3,430 sq. ft. of white paint for parking blocks o 620 sq. ft. total for curb markings (blue, white, yellow) Work must comply with ADA standards and the Manual on Uniform Traffic Control Devices (MUTCD). This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990, with a small business size standard of $19M. Product Service Code is Z1LB. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. Questions not received within a reasonable time prior to close of the solicitation may not be considered. *** For this solicitation, DHS USCG intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS USCG Special Mission Training Center is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com.
