It is the intention of these specifications that the vendor hereunder shall furnish and Baltimore County shall purchase services covered by this contract which the County may require during the period of time specified. The quantities shown are approximate and are for the purpose of bid evaluation. B. The County reserves the right to order services that may be required during the said period, and it also reserves the right not to order services bid upon by the vendor, if it is found that such services are not required by the County during the period covered by this contract. 1.1 This project includes the furnishing, delivering, and applying of Superpave surfacing to certain streets in Baltimore County as noted in the proposal and includes related preparations. It is the intent of this Contract to improve the surface of existing roads by producing a new, even planed, high friction, well drained, road surface. 1.2 Paving on this project shall consist of the placement of Superpave of a specified average thickness, generally laid in one course. In areas where needed, a leveling or wedge course will be used as directed by the Engineer. 1.3 The anticipated total thickness for single course resurfacing shall generally be 1.5 inches. However, depths of 1, 1.25, 2 or 2.5 inches may be noted in the proposal for various streets or the Engineer may determine a need to change the depth as needed. The depths noted are average depths that should be reasonable obtained by the Contractor. Significant differences may preclude full payment. 1.4 The governing specifications for this project will be the Baltimore County Department of Public Works Standard Specifications for Construction and Materials dated September 2024, Standard Details for Construction dated September 2024 and any subsequent addenda, along with the bid solicitation General Conditions, Specifications and General Instructions for Solicitations. 1.5 Unless directed by the Engineer, concrete gutters will not be covered with Superpave. 1.6 The Engineer reserves the right to add certain roadways/streets to the proposal, and to delete certain roadways/streets that are shown in the proposal, and to substitute other locations in order to fulfill the intent of this Contract. Partial roadway repairs are also included under this proposal. 1.7 No surface paving shall be placed between November 30 th and March 31 st . 1.8 These Special Provisions are hereby made a part of the Contract. In case of any conflict with the 2024 "Standard Specifications" (as currently revised), "General Provisions" or other sections of the Contract, these Special Provisions shall govern. 1.9 All sampling and testing shall conform to Section 504.03.10 of the Baltimore County Standards and Specifications for Construction and Materials, most recent edition. QA- 7/30/25: Since the last RFB, Executive Order 2022-005, signed on December 6, 2022, implemented an overall goal of 23% of the cumulative total of County procurements to be awarded to MBE/WBE certified firms. The overall goal has increased to 30% for Fiscal Year 2026.
