As a regional service provider, the county of orange (county), consisting of 25 departments (and its respective divisions) delivers a broad range of services to the citizens of orange county. Services provided include public protection, public health, infrastructure maintenance; and community and social services. It is the primary responsibility of the county's john wayne airport department to enrich the community through efficient delivery and maintenance of public works infrastructure, planning, capital improvement and development services. John wayne airport intends to pre-qualify firms to provide services for architect-engineer (a-e) and a-e related county-wide services for the county's various maintenance and capital projects. To supplement existing resources, the county intends to issue "On-call architect-engineer (a-e) services for design" contract(s) for use by the county of orange on an "As-needed" basis. To satisfy this need, it is john wayne airport's intent that this rfq process will also enable the county to establish qualified vendor lists (qvl) for a-e disciplines to provide those services. The a-e will be contacted by the county project manager on an "As-needed" basis as projects arise to provide a-e professional services. Requirements will be discussed between the a-e and county and a-e shall prepare a written scope statement that will include the specific work to be performed, including the cost and time required to complete the project/task. The county project manager will then review the a-e's scope statement, proceed with negotiation of task cost and when satisfied, issue a contract task order (cto) against the contract. The respondent (including key personnel/staff assigned to the project team) must possess a valid architectural and/or professional engineering license (e.G. Civil, mechanical, structural, electrical, geotechnical, etc.) issued by the state of california to perform tasks described in the scope of work and been actively practicing as a licensed architect and/or professional engineer in the state of california for a minimum of five (5) years. John Wayne Airport does not intend to limit the type of entity that may propose as a Respondent but is seeking a 25% Small Business Enterprise (SBE) participation goal for the overall contract. The participation is on the total contract basis, and participation is to be demonstrated/reflected on each task order. If participation is not achieved within each task order, then Good Faith Effort (GFE) documentation should be submitted with each task order proposal. The A-E shall provide engineering and professional services for various airport related programming/planning, studies, projects, and investigations in accordance with the current edition of the Architect-Engineer Guide. The A-E shall serve as lead of a design and/or construction management team that may include other professionals working together to ensure that the original design is carried through to the finished product, with no alterations in materials or design that would lead to safety issues or compromise the quality of the building or building component. Other team members who may be retained by the lead to support a project as a consultant may include but are not limited to landscape architects, lighting designers, data consultants, security consultants, controls engineers, commissioning consultants, traffic engineers, surveyors, estimators, special inspection, construction managers, geotechnical engineers, airport planners, specialized airport systems (i.e. baggage handling, airfield lighting, etc.) and architects, etc. The method of Contractor Selection has not been Determined at this time. The county reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation. Question Deadline 08/01/2025 at 4:00 PM PT County reserves the right to negotiate modifications with any respondent as necessary to serve the best interests of the county. Any soq may be rejected if it is conditional, incomplete or deviates from specifications in this rfq. The county reserves the right to waive, at its discretion, any procedural irregularity, immaterial defects or other improprieties which the county deems reasonably correctable or otherwise not warranting rejection of the soq. Any waiver will not excuse a proponent from full compliance.
