Water Street Stormwater Separation Project In general, the work under this contract consists of the installation of stormwater pipes and structures, related improvements (pavement, drainage, landscaping) and restoration of areas disturbed by construction operations. The Project area includes Hazel Street, Seymour Street, and Furnace Street as there are existing separate stormwater infrastructures along Fairview Avenue. Question Deadline 08/15/2025 at 4:00 PM ET Location online portal. All bid clarification questions shall be submitted via online. All questions about the meaning or intent of the Bid Documents are to be submitted through the "Public Q&A" feature on the PennBid website to City's contract representative identified in the Invitation to Bidders in writing. Such questions shall be addressed prior to Bid opening or formal Addenda and shall be made available to all Bidders on the PennBid website for the Project. It is the responsibility of each potential Bidder to be continuously aware of any interpretations rendered by memoranda and/or Addenda made available on the online website for the Project without notice from City. Questions received less than seven days prior to the date for opening of Bids may not be answered. All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bond equal to one hundred (100%) percent of the contract price with suitable, reasonable requirements guaranteeing the performance of the contract. The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination. The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law as specifically set forth in Article 26 of the instructions to Bidders. No withdrawal of bids will be allowed within sixty (60) calendar days after said time, even though bids may not yet have been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in Article 3 of the instructions to Bidders. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. Purpose o The purpose of this meeting was to provide an additional opportunity to discuss Specification 33 05 01.12, Gravity Sewer Pipe and Fittings, Part 2.06, RCP and provide the opportunity for additional Q&A for Specification 33 05 01.12 only. o No formal presentation was provided. o The City and their consulting engineer provided clarification that the PennDOT manufacturing standard for RCP, Publication 280, will be accepted Project generally comprises the design and installation of stormwater pipes and stormwater structures, related improvements (pavement, drainage, landscaping) and restoration to areas disturbed by construction operations. The project area includes Hazel Street and Seymour Street as existing separate stormwater infrastructure. A. The work of this section includes all temporary erosion and sediment control and related and incidental operations, including: 1. Silt fence installation and maintenance. 2. Compost sock installation and maintenance. 3. Maintenance and repairs or erosion and sediment control measures. 4. Inlet protection. 5. Temporary seeding. 6. Erosion control blanket. 7. Tree protection fence. 8. Rock construction entrance. A. Mobilization shall include, but not necessarily limited to, the performance of preparatory construction operations, including the movement of personnel and equipment to the project site; application, fee payment and acquisition for all necessary permits (i.e., sediment control plan for staging areas, temporary and permanent building permits, utility connections, etc.); and the establishment of the Contractor's offices, buildings, and other facilities necessary to begin work on a substantial phase of the Contract. The cost of required insurance and bonds shall be included in this item. A. This section describes the Work involved to characterize and manage contaminated media, regulated fill, and clean fill encountered as part of construction. It specifies the soil testing requirements, soil handling, soil management, and field documentation requirements that apply to the onsite soil, and procedures for disposal of the contaminated soil and groundwater. Soil at the proposed Water Street Stormwater Separation is known to be contaminated with semi volatile compounds (SVOC) and metals in the vicinity of Borings 1 and 2 in the proposed pipe trenching areas south of Seymour Street. Special requirements apply to all soil with concentrations that exceed Pennsylvania Department of Environmental Protection (PA DEP) Management of Fill Clean Fill Concentration Limits (CFCL) and PA DEP Residual Fill Concentration Limits (RFCL). Removal, handling, testing, and disposal of hazardous and nonhazardous soil, debris, excavated waste, and wastewater if such material is encountered or generated during performance of the Work shall be done in accordance with local, state and federal regulations. B. Testing of soil and groundwater has been performed by the Owner and supplemental testing is required and shall be performed by the Contractor as described herein prior to excavation. A. The Work described in this Section shall include all materials, labor, equipment and incidentals required to make connections to structures and/or sewers from stormwater conduit piping as shown on the Drawings. All orifice, underdrain, distribution, or other piping that connects to a structure shall have the connection constructed per these Specifications. A. This section includes all earthwork and related and incidental operations, including: 1. Site protection, erosion and sediment control, site clearing. 2. Preparing of subgrade for walkways and pavements. 3. Dewatering as required to keep excavations free of water and soil erosion during construction period. 4. Preparing subgrades for slabs on grade. B. Excavating and backfilling for underground mechanical and electrical utilities and buried mechanical and electrical appurtenances shall be by the mechanical or electrical contractor. The Q&A section was reopened until Tuesday, September 9, 2025, until 4:00 PM.
