Site work and paving for a road / highway in Ramer, Alabama. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Work shall be ordered on an as-needed basis under the Contract, and no work is guaranteed to be ordered under the Contract. Work shall be requested on a Work Order basis, either under Scheduled Work Order or an Emergency Work Order. Such asphalt work consists of the following at various project sites: milling, leveling, removal, gutter asphalt removal, patching, overlaying, seal/surface coating, and striping. The OWNER will only consider Proposals from contractors duly licensed by the Alabama State Licensing Board for General Contractors as required by applicable Alabama law, including Ala. Code 34-8-1, et seq. The Bidder s certificate of license number shall appear on the outside of the envelope containing such bid prior to opening. Question Deadline 07/31/2025 Any person contemplating the submission of a Proposal shall have thoroughly examined all of the various parts of these Contract Documents, and should there be any doubt as to the meaning or intent of said Contract Documents, the BIDDER should request of the OWNER or its ENGINEER (if applicable), in writing (the OWNER or its ENGINEER to have received written request The following is a list of standards which may be referenced in this Section: 1. American Standard of Testing Materials (ASTM): a. D2041, Test Method for Theoretical Maximum Specific Gravity and Density of Bituminous Paving Mixtures. b. c. d. e. DEFINITIONS A. D4318, Test Methods for Liquid Limit, Plastic Limit, and Plasticity Index of Soils. D4791, Test Method for Flat Particles, Elongated Particles, or Flat and Elongated Particles in Coarse Aggregate. D5821, Test Method for Determining the Percentage of Fractured Particles in Coarse Aggregate. E329, Specifications for Agencies Engaged in the Testing and/or Inspection of Materials Used in Construction. Combined Aggregate: All mineral constituents of asphalt concrete mix, including mineral filler and separately sized aggregates. B. C. 1.3 RAP: Reclaimed asphalt pavement. Standard Specification: Where the term "Standard Specifications" is used, such references shall mean the current edition of the State of Alabama Department of Transportation Standard Specifications for Highway Construction. Where reference is made to a specific part of the Standard Specifications, such applicable part shall be considered as part of this Section of the Specifications. In case of a conflict in the requirements of the Standard Specifications and the requirements stated herein, the requirements herein shall prevail. SUBMITTALS A. B. 1.4 Contractor shall submit a list of completed work orders to the OWNER every Friday for the current week. Contractor shall submit a single pay request by the 25th of each month. The OWNER shall pay the invoice or submit corrections to the Contractor within 30 days. ENVIRONMENTAL REQUIREMENTS A. B. Temperature: Conform to Subarticle 410.03, (b), 3 of Standard Specification. Moisture: Conform to Subarticle 410.03, (b), 2 of Standard Specification. SPECIFICATIONS PROJECT #5616 4-1 PART 2 2.1 PRODUCTS MATERIALS A. B. C. D. E. F. G. H. PART 3 3.1 Prime Coat: Conform to Section 401.01(b), Type A of Standard Specification. Tack Coat: Conform to Section 405 of Standard Specification. Seal Coat: Conform to Section 402-A of Standard Specification. Binder Layer: Conform to Section 424-B of the Standard Specification. Wearing Layer: Conform to Section 424-A of the Standard Specification. Aggregate: Conform to Section 801 of Standard Specification; however, RAP material will not be acceptable. Mineral Filler: Conform to Section 805 of Standard Specification. Asphalt Cement: Conform to Section 424 of Standard Specification. EXECUTION GENERAL A. Traffic Control: 1. 2. 3. 4. Comply with Laws and Regulations regarding closing or restricting use of public streets or highways. No public or private road shall be closed, except by written permission of proper authority. Assure the least possible obstruction to traffic and normal commercial pursuits. Conduct the Work to interfere as little as possible with public travel, whether vehicular or pedestrian. Minimize inconvenience to traffic, but keep vehicles off freshly treated or paved surfaces to avoid pickup and tracking of asphalt. Road Closures: Seek permission to perform work from authority with jurisdiction over road (i.e. City, County, or State). Maintain satisfactory means of exit for persons residing or having occasion to transact business along route of the Work. If it is necessary to close off roadway or alley providing sole vehicular access to property for periods greater than 2 hours, provide written notice to each owner so affected 3 days prior to such closure. In such cases, closings of up to 4 hours may be allowed. 4-2 SPECIFICATIONS PROJECT #5616 Closures up to 10 hours may be allowed if a week's written notice is given and undue hardship does not result. 5. 6. 7. 3.2 Maintenance of traffic is not required if CONTRACTOR obtains written permission from owner and tenant of private property, or from authority having jurisdiction over public property involved, to obstruct traffic at designated point. When flaggers and guards are required by regulation or when deemed necessary for safety, furnish them with the most current approved safety wearing apparel and other regulation traffic control devices. Notify fire department and police department before closing street or portion thereof. Notify said departments when streets are again passable for emergency vehicles. Do not block off emergency vehicle access to consecutive arterial crossings or dead-end streets, in excess of 300 linear feet, without written permission from fire department. Conduct operations with the least interference to fire equipment access, and at no time prevent such access. Furnish CONTRACTOR's night emergency telephone numbers to police department. LINE AND GRADE A. B. 3.3 Provide and maintain intermediate control of line and grade, independent of underlying base, to meet finish surface grades and minimum thickness. Shoulders: Construct to line, grade, and existing cross-section. APPLICATION EQUIPMENT A. 3.4 In accordance with Section 410 of Standard Specification. MILLING A. B. 3.5 Remove existing asphalt pavement material to a minimum depth of 1.5 inches in accordance with Section 408-A of the Standard Specification. Payment for this item will only be made if approval for milling is given by the OWNER prior to work being performed. PREPARATION A. Prepare subgrade as specified in Section 410 of Standard Specification. SPECIFICATIONS PROJECT #5616 4-3 B. C. D. 3.6 The underlying surface shall be thoroughly cleaned of all foreign or loose material and maintained in such condition in advance of the surfacing work. A prime coat, when required, shall be placed in accordance with Section 401 of the Standard Specification. A tack coat shall be placed in accordance with Section 405 of the Standard Specification. 1. 2. 3. Paint edges to meet line with tack coat prior to placing new pavement. Thoroughly coat edges of contact surfaces (curbs, manhole frames, valve boxes, etc.) with emulsified asphalt or asphalt cement prior to laying new pavement. Prevent staining of adjacent surfaces. GUTTER ASPHALT REMOVAL A. B. C. D. 3.7 Removal of asphalt placed inside concrete curb and gutters during previous paving projects may be required on occasion prior to milling activities. Contractor must receive approval from the OWNER prior to removing any asphalt from gutters for payment purposes. Contractor shall use hand tools or mechanical tools/machines as required to remove asphalt from gutters. Care shall be taken not to damage concrete gutters during asphalt removal. Material removed shall become property of the contractor and shall be removed from the site. ASPHALT REMOVAL A. B. C. D. Additional asphalt concrete removal may be required when a main break causes damage to the asphalt beyond the extents of the required repair location. Contractor must receive approval from the OWNER prior to removing any additional asphalt concrete for payment purposes. Remove approved areas of damaged, broken, or unsound asphalt concrete. Trim to straight lines exposing smooth, sound, vertical edges. Material removed shall become property of the contractor and shall be removed from the site. 4-4 SPECIFICATIONS PROJECT #5616 3.8 PATCHING A. B. C. D. E. F. G. H. I. J. K. All work shall be in accordance with Sections 410 and 424 of the Standard Specification and the Patch Details included in Appendix A of these specifications. Remove 5 1/2-inches of crushed stone from patch area. Material removed shall become property of the contractor and shall be removed from the patch site. This work shall be incidental to the cost of the patch. Remove damaged, broken, or unsound asphalt concrete adjacent to patches a minimum of 9-inches as shown on details included in Appendix A. Trim to straight lines exposing smooth, sound, vertical edges. This work shall be incidental to the cost of the patch. Remove additional asphalt concrete beyond patch area, if approved by OWNER, as specified under Section 3.7 ASPHALT REMOVAL. The underlying surface shall be thoroughly cleaned of all foreign or loose material and maintained in such condition in advance of the surfacing work. Prepare and compact subgrade as specified in Section 410 of Standard Specification. A tack coat shall be placed in accordance with Section 405 of the Standard Specification. 1. 2. 3. Paint edges to meet line with tack coat prior to placing new pavement. Thoroughly coat edges of contact surfaces (curbs, manhole frames, valve boxes, etc.) with emulsified asphalt or asphalt cement prior to laying new pavement. Prevent staining of adjacent surfaces. Patch Thickness: 6 inches or thickness of adjacent asphalt concrete, whichever is greater. See Appendix A for details of patches located within the city limits of Montgomery and within Montgomery County's jurisdiction. Place asphalt concrete mix across full width of patch in layers of equal thickness. Spread and grade asphalt concrete binder with hand tools or mechanical spreader, depending on size of area to be patched. Roll patches with power rollers. Use hand tampers where rolling is impractical. 4-5 SPECIFICATIONS PROJECT #5616 L. M. N. O. P. R. S. 3.9 Begin rolling top course at edges of patches, lapping adjacent asphalt surface at least _ the roller width. Progress toward center of patch overlapping each preceding track by at least _ width of roller. Compaction of the patching material shall be to the degree that further consolidation of the patching material is not anticipated. Make sufficient passes over entire area to remove roller marks and to produce desired finished surface. If an overlay is required within the city limits, the finished binder surface shall be flush with and match grade, slope, and crown of adjacent surface. Finished binder surface shall be flush with and match grade, slope, and crown of adjacent surface if within the county's jurisdiction whether or not an overlay is required. See details in Appendix A. If no overlay is required within the city limits, the wearing surface shall be flush with and match grade, slope, and crown of adjacent surface. If an overlay is required within the city limits, the wearing surface shall be installed during the overlay process. Wearing surface shall be 1.5 inches above and overlap the patch a minimum of 6 inches on all sides if within the county's jurisdiction whether or not an overlay is required. See Details in Appendix A. Wearing surface shall be compacted with a roller. In places inaccessible to a roller, compaction shall be obtained with a hand or mechanical tampers that produce adequate pressure to obtain required density. Patches shall be maintained for a one year period. Any leveling of the patch required due to settlement shall be incidental to the cost of the patch. LEVELING A. B. C. Place asphalt concrete mixture for leveling in accordance with Subarticle 410.03, (f) of the Standard Specification. Asphalt for leveling shall conform to the binder surface as specified in Section 424-B of the Standard Specification. Tack coat shall be in conformance with Section 405-A of the Standard Specification. Leveling of low spots on the asphalt surface (other than the patch area) may be required prior to placing a wearing surface for overlaying of a street. Payment for this item will only be made if approval for the work is given by the OWNER prior to the work being performed. 4-6 SPECIFICATIONS PROJECT #5616 D. Leveling of patches required due to consolidation of the patch shall be incidental to the price of the patch. 3.10 OVERLAY A. B. C. D. General: Place asphalt concrete mixture on approved, prepared binder in conformance with Section 410 of Standard Specifications. Tack Coat: 1. 2. 3. 4. Prepare material, as specified in Section 405 of Standard Specification, prior to application. Apply uniformly to clean, dry surfaces avoiding overlapping applications. Do not apply more tack coat than necessary for the day's paving operation. Touch up missed or lightly coated surfaces and remove excess material. Pavement Mix: 1. 2. 3. 4. 5. 6. 7. 8. Overlay shall conform to the wearing surface as specified in Section 424 A of the Standard Specification. Prior to paving: a. Sweep primed surface free of dirt, dust, or other foreign matter. b. Patch holes in primed surface with asphalt concrete pavement mix. c. Level low spots within overlay area, only if approved by OWNER. Place asphalt concrete pavement mix in one single lift. Overlay compacted thickness shall be 1.5-inch minimum. If an overlay thicker than 1.5-inch is required, CONTRACTOR must have approval from the OWNER prior to installing for payment. Total compacted thickness shall match existing pavement, unless otherwise directed by OWNER. Apply such that meet lines are straight and edges are vertical. Collect and dispose of segregated aggregate from raking process. Do not scatter material over finished surface. Succeeding Lifts: Apply tack coat to pavement surface between each lift. Compaction: 1. Shall conform to Subarticle 410.03 (g) of the Standard Specification. 4-7 SPECIFICATIONS PROJECT #5616 E. F. G. H. I. Joints: 1. Shall conform to Subarticle 410.03 (h) of the Standard Specification. Density Requirements: 1. Shall conform to Section 410.04 of the Standard Specification. Surface and Edge Requirements: 1. Shall conform to Section 410.05 of the Standard Specification. Correction of Deficiencies and Defects: 1. Shall conform to Section 410.06 of the Standard Specification. Maintenance and Protection: 1. Shall conform to Section 410.07 of the Standard Specification. 3.11 SEAL COAT A. B. C. D. E. F. Shall conform to Section 402 of the Standard Specification. Apply seal coat to finished surface at longitudinal and transverse joints, joints at abutting pavements, areas where asphalt concrete was placed by hand, patched surfaces, and other areas as directed by OWNER. Apply tack coat in accordance with Section 405-A of the Standard Specification. Surfaces that are to be sealed shall be maintained free of holes, dry, and clean of dust and loose material. Fill cracks over 1/16 inch in width with asphalt-sand slurry or approved crack sealer prior to sealing. When sealing patched surfaces and joints with existing pavements, extend minimum six (6) inches beyond edges of patches and joints. 3.12 STRIPING A. Shall conform to Section 701 of Standard Specification for permanent traffic stripe. All permanent striping must be reflective. 3.13 REFLECTORS A. Shall conform to Section 705 of Standard Specifications for Pavement Markers. SPECIFICATIONS PROJECT #5616 4-8 3.14 FIELD QUALITY CONTROL A. B. General: Provide services of approved certified testing laboratory to conduct tests. Field Density Tests: 1. 2. 3. 4. Perform tests from cores or sawed samples in accordance with AASHTO T230 and AASHTO T166. Measure with properly operating and calibrated nuclear density gauge in accordance with ASTM D2950. Maximum Density: In accordance with ASTM D2041, using sample of mix taken prior to compaction from same location as density test sample. Provide tests when requested by OWNER. 3.15 MEASUREMENT AND PAYMENT A. B. C. General 1. No additional payment shall be made for any work under this contract required to be performed outside of normal working hours by the authority with jurisdiction over the work location (i.e. City, County, or State). Milling 1. 2. 3. Milling work must be approved by OWNER prior to performance of work for payment. Milling work will be measured in square yards and paid at the contract unit price. The contract unit price shall be full compensation for all materials, equipment, tools, labor, disposal of milled material, traffic control, and incidentals required to complete the work. Gutter Asphalt Removal 1. 2. 3. Gutter Asphalt Removal must be approved by OWNER prior to performance of work for payment. Gutter Asphalt Removal work will be measured in linear feet of gutter per side of the street and paid at the contract unit price. Removal of leaves, dirt, trash, and other miscellaneous debris in gutters shall be incidental to the cost of the milling, overlay, or patching work and shall not be paid for under gutter asphalt removal. 4-9 SPECIFICATIONS PROJECT #5616 4. D. The contract unit price shall be full compensation for all materials, equipment, tools, labor, disposal of removed asphalt material, traffic control, and incidentals required to complete the work. Asphalt Removal 1. 2. 3. 4. 5. E. Asphalt concrete removal beyond the extents of the patch area must be approved by OWNER prior to performance of work for payment. (Removal of asphalt within the 9-inch notch back into undisturbed material on each side and both ends of the trench, as shown on the details in Appendix A, shall be incidental to the cost of the patch and will not be paid for under asphalt removal.) Asphalt removal will be measured in square yards and paid at the contract unit price. The contract unit price shall be the cost to remove 6-inches of asphalt in areas where additional asphalt was damaged and must be removed outside of the extents of the patch area. (The Contractor shall also replace the binder and wearing surface within this area as specified under Section 3.8 PATCHING, and shall be paid for this portion of the work under the Measurement and Payment Section 3.15.E PATCHING, not under ASPHALT REMOVAL.) The contract unit price shall assume the removal of 6-inch thick asphalt concrete on average. If the thickness is between 4 and 8 inches, the Contractor shall be paid at the contract unit price. If the thickness is below 4 inches or above 8 inches, then the Contractor shall be paid at a unit price proportionate to the thickness encountered (i.e. 3 inch thickness shall be paid at 50% of the unit price, and 9 inch thickness shall be paid at 150% of the unit price). The contract unit price shall be full compensation for all materials, equipment, tools, labor, disposal of removed materials, traffic control, and incidentals required to complete the work. Patching 1. 2. 3. 4. Patching work will be paid at the contract unit price. Patches will be measured in square yards. The contract unit price shall be full compensation for the patch complete in place, including all materials, procurement, handling, hauling, and processing cost, and includes all equipment, tools, labor, traffic control, and incidentals required to complete the work. The contract unit price for a patch shall include the prime coat, tack coat, binder surface (if applicable), leveling of surface due to settlement, SPECIFICATIONS PROJECT #5616 4-10 wearing surface, leveling of wearing surface due to settlement, and seal coat. 5. 6. 7. 8. F. The cost of the excavation for patching, compacting the subgrade, backfilling, spreading, or disposing of excess excavated material, removal and disposal of old pavement, removal and disposal of pavement markers shall be subsidiary obligations of the patch pay item, and no additional payment will be made for performing the work. The OWNER will issue a group of work orders to the Contractor each week via email. All patches within a 0.25 square mile area submitted to the Contractor in a group of work orders shall be considered one patch, and will be classified as such by the OWNER when submitted to the Contractor. The Bidder shall be paid at the unit price rate for the total combined patch area. For type B patch, if binder layer is complete but wearing surface is not, Contractor can request payment for 75% of the patch. When wearing surface is complete, contractor can request payment for the remaining 25% of the patch. If an overlay is required within the city limits, then 75% of the patch unit cost, type A or type B as applicable, will be paid for the installation. The wearing surface layer will be paid for under the Measurement and Payment Section 3.15.H OVERLAY, not under PATCHING. Emergency Mobilization 1. 2. 3. G. An emergency mobilization charge will be allowed when an emergency work order is issued by the OWNER and a response time by the Contractor is required within 4 hours of issuance. The contract unit price shall include full compensation for the additional cost of mobilizing all staff, equipment, and materials required to perform the emergency work to the work order location within the 4 hour time frame. The actual work required in the emergency work order shall be paid for at the contract unit price. Only one emergency mobilization charge per emergency work order shall be allowed unless written approval is provided by the OWNER. Leveling 1. 2. Leveling work must be approved by OWNER prior to performance of work for payment. Leveling asphalt will be paid for by the ton. Delivery tickets from the asphalt supplier must accompany pay request. SPECIFICATIONS PROJECT #5616 4-11 3. 4. H. The contract unit price shall be full compensation including all materials, procurement, handling, hauling, and processing cost, and includes all equipment, tools, labor, traffic control, and incidentals required to complete the work. The contract unit price shall include installation of tack coat. Overlay 1. 2. 3. 4. 5. 6. I. Overlay work must be approved by OWNER prior to performance of work for payment. The overlay shall be paid for by the square yard as measured in the field. The contract unit price shall be full compensation including all materials, procurement, handling, hauling, and processing cost, and includes all equipment, tools, labor, traffic control, and incidentals required to complete the work. The contract unit price shall include installation of tack coat and seal coat as specified. The contract unit price shall assume a 1.5-inch thick overlay. If the required thickness approved by the OWNER is greater than 1.5-inches, the Contractor shall be paid at a unit price proportionate to the thickness required (i.e. 2 inch thickness shall be paid at 133% of the unit price, and 2.5 inch thickness shall be paid at 167% of the unit price). The OWNER will issue a group of work orders to the Contractor each week. All overlays within a 0.25 square mile area submitted to the Contractor in a group of work orders shall be considered one overlay, and will be classified as such by the OWNER when submitted to the Contractor. The Bidder shall be paid at the unit price rate for the total combined overlay area. Seal Coat 1. 2. 3. 4. J. Seal Coat work must be approved by OWNER prior to performance of work for payment. Seal coat work shall be paid for by the square yard as measured in the field. The contract unit price shall be full compensation including all materials, procurement, handling, hauling, and processing cost, and includes all equipment, tools, labor, traffic control, and incidentals required to complete the work. The contract unit price shall include installation of tack coat. Striping SPECIFICATIONS PROJECT #5616 4-12 1. 2. K. Traffic striping shall be paid for by the linear foot as measured in the field based on a 4 inch wide stripe. If wider striping is required, or symbols, an equivalent linear footage shall be computed, and the contractor shall be paid based on the equivalent linear footage at the bid unit price. The contract unit price shall be full compensation including all materials, procurement, handling, hauling, and processing cost, and includes all equipment, tools, labor, traffic control, and incidentals required to complete the work. If thermoplastic striping is required, a single Thermoplastic Striping Machine Mobilization charge will be allowed. Thermoplastic Striping Machine Mobilization 1. A Thermoplastic Striping Machine Mobilization charge will be allowed when thermoplastic striping is required by the City or State, and only when approved by the OWNER. 2. The contract unit price shall include full compensation for the additional cost of mobilizing all staff, equipment, and materials required to perform the thermoplastic striping. The actual thermoplastic striping work required in the work order shall be paid for under the Measurement and Payment Section 3.15.J STRIPING. 3. Only one thermoplastic striping machine mobilization charge per work order shall be allowed unless written approval is provided by the OWNER. 4. All thermoplastic striping within a 0.25 square mile area shall be covered by a single thermoplastic striping machine mobilization charge unless written approval is provided by the OWNER. L. Reflectors 1. Reflectors shall be paid per each reflector installed at the contract unit price. 2. The contract unit price shall include full compensation for all required materials, procurement, handling, hauling, processing, equipment, tools, labor, traffic control, and incidentals required to complete the work.
