The City of Pensacola is requesting sealed statements of interest and qualifications from professional owner's representative and project management firms experienced in the Decommissioning and Demolition (D&D) of a large-scale development. Any questions concerning the RFQ should be addressed and submitted in writing no later than August 11, 2025, at 10:00 A.M., Central time, to: Dedria Lunderman, Purchasing Manager City Hall 6th Floor 222 West Main Street Pensacola, Florida 32502 purchasing@cityofpensacola.com The City of Pensacola (City, or the "City") is soliciting proposals from qualified engineering firms to manage and oversee, on behalf of the City, the decommissioning and demolition of the Main Former Baptist Hospital Complex (Main FBHC). The Main FBHC is located at 1000 W Moreno Street, Pensacola, Florida 32501. The Main FBHC Site is shown on Drawing FHBC-001 (included in Attachment A) and is herein referred to as the "Site". The main hospital building is located at 1000 West Moreno Street, Pensacola, Florida 32501. The main hospital building and north towers were vacated in 2023. The FBHC is believed to have been developed as Baptist Hospital in the 1950's. General descriptions of the Main FBHC to be demolished pursuant to this contract are described below: _ Main hospital building: The main hospital building opened in 1951 and is in the central portion of the property, bounded by North E Street to the East and West Moreno Street to the south. The main hospital building is approximately 178,000 square feet area with five floors. Floor 1 is the most extensive floor of the building, which contains multiple areas including the registration area, cafeteria, emergency room, boiler room, laundry, shipping/receiving area, facilities, etc. Floors 2 through 5 were mostly utilized for different hospital units, offices, nursing stations, and patient rooms. The rooftop of floor 4 has a helicopter pad, with a fire suppression system. Ground mounted transformers are located near the northeastern corner of the main hospital building and east or the emergency room. Two (2) diesel fuel aboveground storage tanks (ASTs) were formerly located north of the power generation plant and one (1) aviation fuel AST was formerly located southeast of the emergency room. Multiple groundwater monitoring wells are present within this vicinity. _ Medical Towers: The north towers (i.e. Medical Towers) are medical offices located north of the main hospital building. There are three (3) buildings, which are connected on by a shared first floor and hallway. These towers are also connected to the Main Hospital Building. The towers have five floors each and were mainly used for offices and health clinics. There is also a pharmacy, laboratory, and radiology center on the first floor. Ground mounted transformers are located near the southeast corner of the northeast tower. _ North Parking: Paved parking areas are present in the northern portion of the site and are available as Contractor laydown and stockpile areas. Many subsurface utilities are present within the roads and right of ways. The City has issued a solicitation for a Decommissioning and Demolition (D&D) contractor to perform the scope of services required for the decommissioning and demolition of the Main FBHC under RFQ No. 25-008 (included in Attachment B), "the Project". The owner's representative will be responsible for comprehensive advocacy and project management on behalf of the City, including but not limited to, contract administration, project management and construction oversight, conflict resolution, communication, coordination and quality control associated with the D&D contract to mitigate risks and achieve a smooth project closeout. Responding firms are expected to fully familiarize themselves with the scope of services to be performed by the D&D contractor under RFQ No. 25-008 and the conditions of the Site in their response to this solicitation. The selected firm must demonstrate specialization in both owner's representation and construction management for projects of similar size, scope and complexity as the Project. The firm must possess a proven track record of mitigating client risk (especially public sector clients) and seeing projects to completion on schedule and on budget. Specific duties include, but are not limited to: Contract Administration _ Monitoring compliance with contractual requirements for schedules, reports, submittals and other requirements _ Review contractor submittals for compliance _ Review of percent complete and quantities claimed on monthly invoices _ Support on change order mitigation and resolution _ Participating as client representative on daily and weekly site meetings _ Preparation of daily reports _ Providing daily summaries of work performed, load counts, and capturing copies of each waste manifest or bills of lading for scrap metal. verification that waste is being shipped to proper facilities. _ Review of close out reports and waste documentation _ Participate in and coordinate biweekly progress meetings with City representatives to review work performed, discuss upcoming activities and confirm project scheduling. Safety _ Identification of safety hazards, verification that proper PPE and safe demolition techniques are being utilized _ Monitor that fire code requirements are being maintained and fire hydrants around site _ Participates in safety walks, safety inspections, and safety meetings _ Helps ensure that site is appropriately secured _ Helps ensure that stockpiles are covered and dust control is in place _ Ensure noise monitoring is being carried out _ Helps proactively observe and resolve local community issues are managed (loose trash, blowing dust, worker parking) _ Ensure that existing monitoring wells are protected. _ Verification that truck drivers are utilizing approved routes and that trucks and drivers have required licenses. Demolition _ Help confirm refrigerants from HVAC or other equipment is captured properly _ Confirm that utility lines are disconnected. Making sure pipes are drained properly and liquid, including fire suppressants, boiler water, aviation fuel is captured and not released to the environment. _ Oversight that asbestos containing material is mitigated, segregated, bagged, labeled and shipped to the proper disposal facility. _ Confirm that specialized wastes, such as hazardous wastes or universal wastes are managed and disposed of properly. _ Stormwater protection equipment is installed, monitored, and maintained. _ Verification that proper trees are being protected. _ Verification that nothing is being tracked offsite _ Monitor that waste is not diverted to any unapproved locations or uses.
