All communications relating to this proposal are required to go through the process addressed in Section 2.3 - Interpretation of the Proposal Documents. Any and all other communications between an Offeror and District staff concerning any part of this proposal are strictly prohibited. Failure to comply with this requirement may result in the District disqualifying the Offeror's submittal. The District reserves the right to reject the proposal of any Offeror which does not meet the above criteria and/or the other terms and conditions expressed herein to the District's satisfaction. The District also reserves the right to waive all formalities and technicalities to adopt the most advantageous construction of the contract documents or any applicable statute or code. The Scope of Work in this section is not comprehensive. Rather, it represents what TRWD anticipates will be needed to assess these pipelines. Prospective vendors may recommend improvements to the scope in their proposed method to accomplish the work. **This Contract, if a contract is awarded, shall be for a period of one (1) year- October 1, 2025 through September 31, 2026. The scope of work consists of professional services to perform comprehensive nondestructive condition assessment of pre-stressed concrete cylinder pipe within TRWD's Richland Chambers Pipeline Section 5 and of steel pipe at TRWD's Cedar Creek Dam Tunnel. The work is segregated into two areas of interest. These are: Pre-stressed concrete cylinder pipe - Internal near field electromagnetic testing for assessment of the condition of pre-stressed wires. Tools for dewatered assessment only. Welded steel pipe - External wall thickness inspection OPTIONAL: Pre-stressed concrete cylinder pipe and/or welded steel pipe - internal leak detection.
