Renovation of a water / sewer project in New York, New York. Completed plans call for the renovation of a water / sewer project.
**As of September 26, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The Owner is the Trust for Governors Island, and the work site is located in the Manhattan, New York. The projects limits are the Battery Maritime Building Ferry Waiting Room and Slip 7. The Battery Maritime Building (BMB) was constructed in 1907 in the Beaux-Arts style and includes three ferry slips that originally functioned as part of the Whitehall Street Ferry Terminal. Current use of the building is shared by the Trust, Cipriani hotel, and NYC DOT. The Trust operates ferry service from Manhattan to Governors Island out of Slip 6 and Slip 7 of the BMB, and part of the ground floor serves as the ferry waiting room. The scope of work includes the removal and replacement of existing lighting fixtures and the installation of additional lighting fixtures inside the ferry waiting room and at Slip 7 The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1, 2025 as posted on the New York State Department of Transportation's website must be followed by the successful bidder. The DBE goal for this project is: 6.9% There are no MBE/WBE/SDVOB goals for this project. The EEO Employment goals for this project are: 16.4 - 17.5% Minority Employment Goal 6.9% Women Employment Goal No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening. Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted. Questions regarding the Contract Documents should be directed to Elias Tarazi, Gardiner & Theobald, through email at GT_TGI@gardinerusa.com. Bidders shall promptly notify Elias Tarazi of any errors, omissions, conflicts or ambiguity within the Contract Documents within 5 days of bid opening. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. For bids to be considered, the Bidder must be registered with the NYS Department of Labor (DOL) prior to submitting a bid. Bids from unregistered Contractors shall be declared non-responsive. The Bidder to whom the Contract is awarded will be required to furnish Performance and Payment Bonds guaranteeing performance of work and prompt payment from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online. The work will be substantially completed 90 calendar days from Notice to Proceed and completed and ready for final payment on 12/31/2025. Construction Contract Award September 2025 Construction Work Start October 2025 Completion of Work December 2025 Deadline for RFP Questions (see below) August 5th, 2025 at 3:00pm Questions: Any questions and associated explanations regarding the RFP must be written via email and received by no later than August 5th at 3:00pm. No verbal responses to questions will be provided and any information given to Proposers will be shared with all prospective Proposers as an addendum to the RFP (an "Addendum"). Answers to all questions will be emailed to respondents no later than August 15th at 3:00pm. *Submission Info- Proposers shall deliver their proposals and bids in PDF format via email attachment (limit of 25 MB) or via download link to gibids@govisland.org, with the subject line "BMB Lighting RFP Submission" on or before the Proposal Deadline date listed above. Any proposals received after the deadline will be considered for evaluation solely at the discretion of the Trust.
