Negative Declaration Madison County - The New York State Canal Corporation, as lead agency, has determined that the proposed Madison Reservoir Dam Rehabilitation Project will not have a significant adverse environmental impact. The action involves the rehabilitation of the Madison Reservoir Dam to address structural deficiencies and improve its stability, safety, and operational performance. The project involves: (1) flattening and buttressing the earthen embankments and incorporating engineered seepage controls to increase dam stability and reduce internal erosion risks; (2) replacing the existing primary spillway with a new structure designed to convey the required spillway design flood; (3) replacing the low level outlet system to restore the ability to safely and effectively draw down the reservoir; (4) constructing a new saddle dike across a low-lying area near the right abutment to prevent uncontrolled overflow during extreme events; and (5) removing and replacing deteriorated structural components, including the valve house and associated controls.
