The Government of Nunavut (GN) Department of Transportation and Infrastructure Nunavut is issuing this Request for Proposals (RFP) for a qualified professional engineering firm to provide a business case aimed at providing q 20-year wastewater treatment solution for the Municipality of Chesterfield Inlet, Nunavut as further outlined in this RFP document. The Government of Nunavut's Department of Transportation and Infrastructure Nunavut (TIN) is seeking a qualified professional engineering firm to provide a business case aimed at providing a 20-year wastewater treatment solution for the municipality of Chesterfield Inlet, Nunavut. The business case study is required to: o Conduct a background review and needs assessment o Perform site selection activities o Evaluate business case options o Perform technical assessments o Draft and finalize a business case report o Prepare and make a presentation to the local stakeholder (i.e. municipal council) The purpose of the business case is to evaluate various wastewater treatment options (lagoon/mechanical), including the existing wastewater treatment facility. The study will involve evaluation of alternative options, present schematic designs and corresponding cost estimates (Class D Capital along with O&M costs). During the evaluation of mechanical WWTP options, include an appropriate disposal approach for sludge management over the entire 20-year lifetime. The purpose of the business case is to recommend a preferred option for the Municipality of Chesterfield Inlet wastewater strategy over a 20-year lifetime. This business case will be evaluated by the department of Transportation and Infrastructure Nunavut (TIN) to determine the technical and financial viability of taking the approved option into the detailed design stage. 1. Recommendations Appendices: All resulting reports including but not limited to, Geotechnical Investigation, Granular Assessment, Topographic Survey, Environmental Site Assessment, Cost Estimate, Snow and Wind Analysis, Archaeological Impact Assessment, etc. The Business Case shell will be developed at the onset of the project and sections populated as the project progresses, as described within the Scope of Work and Project Schedule.
