Renovation of a water / sewer project in Newport News, Virginia. Conceptual plans call for the renovation of a water / sewer project.

Hampton Roads Sanitation District (HRSD) requests Proposals from qualified consulting firms (Firm) to provide Professional Services including preliminary engineering report services, design services, pre-construction services, contract administration services, field engineering and inspection services, startup and testing services, operations and training services, and post-startup and certification services for the Morrison Pump Station Replacement (JR01430) Project. Scope of Work A. The Firm shall provide to Owner an appropriate design in accordance with all requirements stated herein. B. The Firm shall provide design services in accordance with all Federal, State, and Local requirements. In addition, the design effort shall be in accordance with HRSD Design and Construction Standards and available for review at website. Any variances of these standards must be approved by Owner prior to the submittal of the Proposal. C. The Firm shall provide contract administration services and field engineering and inspection services during construction of the Project. D. The Firm shall provide startup and testing services, operations and training services and poststartup and certification services during startup and acceptance of the Project. E. The Work to be performed under this Contract includes, but is not limited to: 1. Technical Scope of Work a. Design scope includes new pump station design and abandonment of the existing facility based on HRSD's current Design and Construction Standards as well as HRSD's Hydraulic Analysis. Scope includes new wet well, all station pumps, controls, pipe, valves and fittings, gravity influent, and electrical infrastructure. Design effort will include HRSD gravity sewer and force main connections as required to convey flows to and from the new station. Multiple City of Newport News gravity sewer mains connect to an existing terminal manhole near the existing station, where the HRSD's system ownership begins. Maintenance of Operations plans are required to ensure sewer flows are properly managed during the transition of flow conveyance to the new facility. Refer to Article 10 - Attachment 4 for supplemental project information and map. 2. Specific Requirements a. Preliminary Engineering Report (PER): Provide a PER which considers alternatives that address capital costs, operations and maintenance and life-cycle costs. b. Design Services: Submit necessary review packages during the detailed design as negotiated with Owner. As part of each review package, provide an updated project budget and schedule. c. Pre-Construction Services: Assist in the bidding of the construction project. Conduct pre-bid meeting with the prospective bidders and prepare necessary Addenda. d. Contract Administration Services: Provide all general project management and technical consultation during construction. e. Field Engineering and Inspection Services: Provide resident inspection and supporting staff during construction. f. Startup and Testing Services: Provide these services as needed during the delivery of this Project. g. Operations and Training Services: Provide these services as needed during the delivery of this Project h. Post-Startup and Certification Services: Provide these services as needed during the delivery of this Project. i. Additional Services: Provide these services as needed during the delivery of this Project. j. Prepare and submit record drawings and valve guides for newly constructed force mains, valves, and appurtenances in accordance with HRSD Design and Construction Standards, latest version. k. The Firm shall consult with Federal, State, and local authorities to fully coordinate the proposed work with other interested parties; revise the construction plans and specifications and other contract documents to meet Federal, State, and local agency requirements; and prepare applications for any necessary permits as required. l. The Firm shall provide localities or other applicable agencies with reproducible and electronic copies of construction plans and specifications and other contract documents for incorporation into their contract documents as appropriate. Electronic copies should be in a format used and/or compatible with the State and/or localities, etc. m. Failure to meet the above timeframes can be a basis for cancellation of the Contract.
