The City of Pearland is accepting competitively sealed Bids from qualified bidders to furnish all labor, materials, equipment, and supervision necessary to install, remove, and maintain pavement markings. Join by phone 1-844-621-3956 United States Toll Free +1-650-479-3208 United States Toll Global call-in numbers The purpose of this contract is to furnish all labor, materials, equipment, and supervision necessary to install, remove, and maintain pavement markings throughout the City of Pearland. Work shall include, but is not limited to: Standard thermoplastic markings and raised pavement markers (RPMs) from Cullen Boulevard to McLean Road for City owned roads (Exhibit A). Traffic paint - as needed Traffic calming request implementations - as needed Roadways constructed or reconstructed as part of repairs by Brazoria County - as needed TRAFFIC CONTROL Bidder shall provide Traffic control plans and necessary equipment for all work zones, to be approved in advance by the City's Traffic Operations Department. All Traffic control must comply with the City's requirements, TxDOT, and the most recent version of the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Any site in violation of the approved Traffic control plan or applicable regulations is subject to immediate shutdown. STANDARDS AND SPECIFICATIONS All work and materials must comply with the City of Pearland Thermoplastic Pavement Markings specifications, the TMUTCD, and TxDOT Specification Item 666 (Exhibit B). THERMOPLASTIC PAVEMENT MARKING Unit Prices Measurement for linear pavement markings is on a linear foot basis for each width, measured in place. Measurement for words and symbols is on a lump sum basis for each word or symbol. Submittals Bidder shall coordinate closely with City Traffic Department staff regarding scheduling, notifications, and anticipated Traffic impacts. Daily work reports must be submitted, including: location, quantities and materials installed, weather conditions, and personnel on site. All services must be performed between 8:00 AM CT and 5:00 PM CT, Monday through Friday. Night work is permitted only with prior approval from the Traffic Operations Department. Products Pavement markings are thermoplastic type marking materials that require heating to elevated temperatures for application. Materials shall conform to TxDOT Specification Item 666 (Exhibit B). Execution General manufacturer's Prepare pavement surfaces and install markings in accordance with recommendations specifications. and TxDOT Accurately locate and install approved markings to conform to classes, colors, lengths, widths, and configurations indicated on the existing roadways. Preparation Clean and repair surfaces to receive markups. Blast clean surfaces. Do not clean portland cement concrete pavements by grinding. Surface Installation Test pavement surface for moisture content prior to application of markings. Place an approximate two (2) square foot sheet of clear plastic or tar paper on road surface and hold in place for twenty (20) minutes. Immediately inspect the sheet for build up of condensed moisture. If sufficient moisture has condensed to cause water to drip from sheet, do not apply markings. Repeat test as necessary until adequate moisture has evaporated from pavement to allow placement. Observe manufacturer's recommended pavement and ambient air temperature requirements for application. If manufacturer has no temperature recommendations, do not install markings if pavement temperature is below 60 degrees Fahrenheit or above 120 degrees Fahrenheit. Prime pavement surface and apply markings as recommended by manufacturer. Field Quality Control Pavement markings shall present a neat, uniform appearance. Repair or replace improperly installed markers at Bidders expense. Cleaning Keep project site free of unnecessary Traffic hazards at all times. Clean area upon completion of work and remove rubbish from work site. Warranty Bidder shall warrant material and labor for a period of twelve (12) months from date of installation of markings. Immediately upon notification, replace portions of pavement marking lines or legends that have lifted, shifted or spread, lost daytime color, or nighttime retro-reflectivity.
