Renovation of a retail development in Norwich, New York. Completed plans call for the renovation of a retail development.
This is an RFQ (request for quotes). This is not an IFB (bid). The Broome DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest cost and meets the requirements detailed in the scope of work. Upon request, vendor must demonstrate 2 years of relevant experience on prior projects of similar magnitude and its subject to vendor responsibility determination. Broome DDSO reserves the right to reject all quotes. In deciding whether to submit a quote, please be aware the awarded vendor must adhere to the time frames outlined in the scope of work. The awarded vendor will also be required to submit certificates of Liability Insurance and Worker's Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A. Please be prepared to submit these in a timely fashion. The Broome DDSO will make no concessions to the vendor for any alleged misunderstanding or deception because of quantity, quality, character, or other condition. The Broome DDSO's interpretation of specifications shall be final and binding. Please note, all staff working at the project site will be required to sign an attendance sheet for record purposes. This includes the residence visitor log and/or an attendance sheet provided by the Maintenance Department. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest. Contract term: Within 60 days of receiving the purchase order. Service-Disabled Veteran-Owned Set Aside: No Replace "Commons" area exterior Aluminum and glass Storefront in its entirety. The winning bidder shall be responsible for their own measurements and all hardware fits without issue. Replace the "Commons" exterior storefront in its entirety. The Storefront shall be constructed to withstand 30psf wind load. A temporary, exterior barricade shall be installed to prevent unauthorized entry into the work zone. Provisions for heating of the interior space during months when temperatures could reach 40 degrees Fahrenheit or below. Protecting the area from freezing temperatures. Heating appliances shall be electric only. No flame or flammable fuels will be permitted. Heating appliance shall have automatic safety shut offs. Offices 41 and 43 shall remain assessable for staff to the extent possible. Exterior glazing: Shall meet the 2020 New York State Energy Conservation Construction Code. Fixed Glazing shall have a maximum U-value of 0.36 and a maximum Solar Heat Gain Coefficient (SHGC) of 0.64. Entrance Doors Shall have a maximum 0.77 U-value. Glass for the exterior store front shall consist of 3/16" tempered glass, interlayer of 0.060- inch Polyvinyl Butyral (PVB) and another layer of 3/16" tempered glass. 1/2 " Argon air space. Interior glass shall also consist of 3/16" tempered glass interlayer of 0.060- inch PVB and another layer of 3/16" tempered glass. 1-3/8" total glazing thickness . Aluminum Curtain Wall: Shall be Kawneer 1600 Wall System 1 Curtain Wall. Shall be of sufficient structural stability to support the weight of the glass and resist physical abuse. The framing shall be 2-1/2" wide by 8- 1/4" deep. Entrance Door: Shall match the match the Curtain Wall System. The Kawneer 500 Heavy Wall Entrance Door. The door shall be full glass with wide style, 5" vertical stile and 5" top rail. The bottom rail Shall be 10" to meet ADA compliance. An intermediate rail dividing the glazing into two equal halves. Glazing shall be 1" single pane tempered laminated glass. Door & frame shall be drilled, milled, and wired by the mfg. accept the hardware specified below. Door Hardware Components: Best anti ligature mortise electrified lockset SPS4 with core SFIC 6 pin C4 (Fail safe). Installed by owner. Sargent 351 parallel arm door closer. Hager 1200-600XHD Roton continuous hinge concealed leaf, extra heavy duty. Securitron door position contact DPS-M. Vonduprin EPT 10 electrical power transfer. Pemko aluminum threshold. Pemko weather stripping. McKinney Electrolynx cable for door, McKinney Electrolynx cable for frame. Card access module space on both sides. Card access module to be installed by owner. 1. Bid price is to include all materials, labor, disposal of materials fees, third party inspections, and site clean-up. Vendor must demonstrate a track record of completing job or otherwise show that they are competent to do the job in order to be awarded the work. 2. Final acceptance of completed job will be provided by the appropriate Maintenance Supervisor. Failure to complete the job satisfactorily will impact a vendor's ability to bid on future OPWDD jobs. 3. OPWDD is a self-permitting agency per 19 NYCRR, Section 1201.2(d)(1). As such most required inspections are performed by state employees. But where the work being done requires third party inspection (such as electrical work) hiring and paying for the third-party inspector shall be the responsibility of the vendor. In the case of inspections to be performed by the State, Contractor shall notify the inspector at least two working days in advance of when the inspections are needed. If there are any questions about what inspections are required for this job, discussed with the point of contact listed above. Job shall not be considered complete until proof of all required inspections is provided by vendor. 4. This is a NYS Public Works project and prevailing wages are to be paid. 5. Quote shall include a start time expressed in days post issuance of a PO. 6. Work is to be done between the hours of 7am and 3pm, Monday through Friday unless otherwise arraigned with Maintenance Supervisor in advance. 7. Work must be completed within 60 days of receiving the purchase order. Jobs outstanding past the 60 day period will causes bids on other Broome DDSOO jobs to be rejected until the backlog is resolved. Exceptions will be made for those jobs whether vendor can demonstrate to OPWDD that the delay is due to supply chain issues or issues that are the responsibility of OPWDD. 8. All tools must be controlled at all times and debris, tools and materials secured and stored at the end of each workday in a manner acceptable to Maintenance Supervisor/Safety Department. 9. Any unforeseen conditions that may alter the established price are to be reported to the Facility Contact listed above immediately upon discovery. 10. Smoking is prohibited by contractors at all residential and program sites owned by OPWDD. 11. At least one week prior to the commencement of the work, there shall be a meeting with local OPWDD Office of Property Supports and Emergency Services staff to discuss specific safety requirements needed to be adhered to during the work period and to review and sign the work safety plan. 12. Safety Data Sheets as applicable will be provided to the Plant Superintendent prior to the start of work and a copy maintained at the property. 13. All applicable environmental testing associated with this work will be provided to the contractor prior to start of work. No suspected/possible ACM materials shall be disturbed unless there is a written testing report showing that it is clean. 14. Lawn Damage/Property Damage: If the delivery of materials or any other work necessitates the contractor, his suppliers, or sub-contractors to drive on the lawn for ANY reason, the contractor shall be held responsible for the repair of the lawn. Any property damage caused by work performed is to be corrected to the condition existing prior to start of the job. 15. Continuity of Work/Communication/Scheduling: Once the job has begun, it is to be worked on continuously until completed. If there are any delays, even if due to inclement weather, a Work Control Representative MUST be contacted. 16. Facility Safety: The Facility will be occupied during the job. For this reason, the contractor must take all reasonable care to safeguard building occupants. At no time can any exhaust or appliance vent outlet or air inlet be blocked without shutting off that equipment. If you create a Carbon Monoxide event in an occupied house because you fail to properly plan for your work, you will be financially responsible for all responding agencies and staff invoices and costs. The contractor shall ensure all tools, materials and other items are picked up, removed or stored and are safely secured at the end of each workday. Any ladders, scaffolding or lifts used in conjunction with this job are to be stored to the satisfaction of the Maintenance Supervisor at the end of the day. The work as indicated above shall be scheduled as not to interfered with other functions of the facility unless arranged and approved at least one week in advance. 17. All work performed as part of this job is to be coordinated with the Facility Contact listed above.
