The City of Portsmouth (City) is seeking an experienced and qualified firm or team of firms to respond to On Call General Contracting Services. The City is requesting proposals for General Contractor/ Small Projects Services for Construction-Term Agreement under a time and materials contract. The intent of the contract is to provide the City with a flexible and responsive contractual capability in support of their real property maintenance. The contract will consist of multiple institutional type projects encompassing alteration, small renovations, remodeling, and repairs to City structures and properties. It is the Owner's intent to award to multiple contractors. The City owns and operates over forty municipal buildings that facilitate delivery of a wide range of public services. These include Public Works, Wastewater, Water, Police, Fire, School, Library, Recreational and City Hall buildings. Most are open to the public during normal work hours, and some operate 24 hours a day, 7 days a week. The expansion of City facilities over time has outpaced the ability of staff to maintain, renovate and repair these facilities in a timely manner. To address this, City is seeking to establish a list of prequalified General Contractors to deliver timely services on projects valued at $50,000 or less for a three-year period. Work would be completed with Task Orders from the City on an as needed basis. The City's Project Manager will develop individual specifications for each project. The scope of this contract includes but is not limited to the following capabilities: Perform services consistently with the industry-accepted role of the General Contractor. Provide all material, labor, equipment and services necessary for individual construction projects Hire specialized subcontractors to perform all or portions of the construction work. Prepare a cost based upon the construction documents (CDs). Coordinate planning, scheduling, and sequencing of all trades. Coordinate inspections with all authorities having jurisdiction to include, but not be limited to Portsmouth Inspections Dept., the State Fire Marshall's Office, and the State Elevator Inspector. Protect the general public from all construction related activities. Document all modifications in work which deviate from the construction documents and provide all such recorded and dated changes to the Project Manager. Produce all potential change orders (PCOs) and all change orders requests (CORs) for review by Project Manager. Provide all phase records and project accounting as required. Project closeout. Provide project warranty period--one year from substantial completion. Question Deadline 08/11/2025 at 12:00 AM ET Question Response Deadline:August 13, 2025, 2:00pm The City reserves the right to undertake any investigation it deems necessary to evaluate the qualifications of any firm and any to very any representations made by the firm. A firm may be requested to execute a release for information. Failure to provide a release upon request will result in disqualification. The City of Portsmouth reserves the right to reject any or all proposals, to waive technical or legal deficiencies, and to accept any proposal that it may deem to be in the best interest of the City and to negotiate the terms and conditions of any proposal leading to the execution of a contract.
