Site work, paving and outdoor lighting for a mixed-use development in Portsmouth, Virginia. Conceptual plans call for site work for a road / highway; for paving for a road / highway; for outdoor lighting for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Neighborhood Revitalization and Rehabilitation Initiative aims to implement comprehensive infrastructure upgrades within the targeted neighborhood district. This holistic approach will address aging infrastructure while enhancing neighborhood livability, property values, and economic opportunity. The project scope includes: Complete replacement of antiquated water distribution lines to improve water quality and system reliability Modernization of sanitary sewer infrastructure to prevent backups and reduce maintenance costs Installation of enhanced stormwater management systems including green infrastructure solutions Comprehensive roadway improvements including resurfacing, sidewalk repairs, ADA-compliant curb ramps, and traffic calming measures Upgraded street lighting with energy-efficient LED fixtures Integration of complete streets elements where appropriate (bike lanes, pedestrian crossings, etc.) The Stormwater Outfall Upgrade Project aims to rehabilitate and modernize deteriorating stormwater outfall infrastructure at critical discharge points within the municipal stormwater system. The project focuses on improving the points where drainage facilities discharge into receiving channels or bodies of water. Several key outfall structures currently exhibit significant deterioration, erosion damage, and inadequate capacity to handle increasing storm intensities. The scope of work includes: 1. Structural Rehabilitation: Replace compromised pipes, headwalls, wing walls, and aprons at each outfall location. Install reinforced concrete structures designed to current engineering standards. 2. Upsizing Infrastructure: Increase pipe dimensions at outfalls to accommodate higher flow volumes from more intense storm events, considering future climate change impacts. 3. Erosion Control Measures: Implement energy dissipation structures including stilling basins, stone aprons, and engineered step pools to reduce discharge velocities and prevent downstream channel erosion. 4. Sediment Management: Create sediment forebays to capture and facilitate the removal of suspended solids and associated pollutants before discharge into receiving waters. 5. Channel Improvements: Conduct strategic channel excavation and stabilization to improve flow conveyance and prevent undercutting of outfall structures. 6. Environmental Enhancements: Install trash capture devices and implement naturalized design elements where appropriate to improve discharge water quality. 7. Monitoring Systems: Implement flow monitoring instrumentation at critical outfalls to provide data for the municipal stormwater management system. 8. Site Restoration: Restore disturbed areas with native vegetation and stabilization measures, improving both function and aesthetics at outfall locations. As of August 14, 2025, The project is include in the City's 2026-2030 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP).
