Site work and new construction of a pre-engineered storage facility in Pittsford, New York. Completed plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.

The work to be performed consists principally of the furnishing of all labor and materials for: The construction of a new labor center at Powder Mills Park. Included in the project is sitework and a premanufactured metal building. The project is a multi-prime contract with some of the work being performed by the County. DiMarco Constructors, an Equal Opportunity Employer, is requesting registered Monroe County and NYS MBE/WBE/SDVOB participation. Estimated Start Date: 10/6/2025 Estimated End Date: 5/4/2026 Liquidated Damages up to $200/day Bids received by the County after the time specified for bid opening will be date stamped as evidence of late arrival and returned to the bidder unopened. The bidder assumes the risk of any delay in the United States Postal Service, in any other delivery service, or in the handling of the bid by any employee of the County other than Purchasing. Whether sent by the United States Postal Service, other delivery service, or by personal delivery, the bidder assumes the responsibility for having the bid submitted on time. The time clock located in the office of the Purchasing Manager is designated the official timepiece for submission of bids. The foregoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under the Contract. The work to be performed consists principally of the furnishing of all labor and materials for: The construction of a new labor center at Powder Mills Park. The foregoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under the Contract. Refunds may be provided for unmarked Plans and Specifications which are returned to the office of the Purchasing Manager at least seven (7) days prior to the original scheduled bid opening date. Refunds of payment for copies of Plans and Specifications will be provided to those bidder submitting a proposal on the furnished forms, if returned within thirty (30) days from the date of award of contract to the successful bidder. There will be no refund to non-bidders. Bidders who download an electronic copy of the Plans and Specifications are solely responsible for the cost of printing and reproduction, and no refund of these costs shall be provided by the County. Requests for an interpretation shall be made in writing no later than the end of business on August 7, 2025. Any interpretations/clarifications necessitated by this meeting will be addressed by addenda issued by Monroe County. Proposals must be made in writing on the forms furnished and shall be accompanied by a bid guaranty for an amount not less than five percent (5%) of the amount bid in accordance with the INSTRUCTIONS TO BIDDERS. Monroe County is exempt under Sections 1116 of the New York State Tax Law, and therefore, no sales tax shall be included in the bid. The successful Bidder will be required to furnish and pay for satisfactory performance and labor and material bonds and provide insurance in accordance with the INSTRUCTIONS TO BIDDERS. Monroe County reserves the right to reject any and all bids, and to accept any Proposal or individual item or items which may be deemed most favorable to its best interests. Successful Bidder(s) on contracts with a value of two hundred fifty thousand dollars ($250,000.00) or more, shall ensure that all laborers, workers and mechanics employed in the performance of any on-site work, either by themselves or by their subcontractors, shall be certified prior to performing any work on the project as having successfully completed a course in construction safety and health approved by the United States Department of Laborís Occupational Safety and Health Administration that is at least ten (10) hours in duration. Monroe County has policies that Minority Business Enterprises (MBEs) and Women's Business Enterprises (WBEs), and Service-Disabled Veteran-Owned Businesses (SDVOBs) be afforded opportunities to participate as subcontractors on County projects. In furtherance of these policies, the County requires Contractors to utilize their best efforts to achieve goals for MBE, WBE and SDVOD participation on all County projects. Unless otherwise stated in the Special Conditions, the goal for this project is a combined participation by MBE firms on twelve (12%) of the total cost of project and by WBE firms on three (3%) of the total cost of project, and the goal for this project is participation by SDVOB firms on six (6%) of the total cost of project. In the event a CONTRACTOR is a MBE, such CONTRACTOR shall remain subject to the goal of subcontracting at least three percent (3%) of the total cost of services to a WBE and at least six percent (6%) of the total cost of services to a SDVOB. In the event a CONTRACTOR is a WBE, such CONTRACTOR shall remain subject to the goal of subcontracting at least twelve percent (12%) of the total cost of services to a MBE and at least six percent (6%) of the total cost of services to a SDVOB. In the event a CONTRACTOR is a SDVOB, such CONTRACTOR shall remain subject to the goal of subcontracting at least twelve percent (12%) of the total cost of services to a MBE and at least three percent (3%) of the total cost of services to a WBE. In the event a CONTRACTOR is combination of a MBE, WBE or SDVOB, the CONTRACTOR shall choose one of the three designations and shall remain subject to the subcontracting best efforts requirement for the designations not chosen.
